Rank regional homepages using canonicals and hreflangs

Here’s a situation I’ve been puzzling with for some time:
The situation
Please consider an international website targeting 3 regions. The real site has more regions, but I simplified the case for this question.There is no default language. The content for each regional version is meant for that region only.
The website.eu page is dynamic.

When there is no region cookie, the page is identical to website.eu/nl/ (because Netherlands is the most important region)

When there is a region cookie (set by a modal), there is a 302 redirect to the corresponding regional homepage
What we want
We want regional Google to index the correct regional homepages (eg. website.eu/nl/ on google.nl), instead of website.eu.
Why? Because visitors surfing to website.eu sometimes tend to ignore the region modal and therefor browse the wrong version.
For this, I set up canonicals and hreflangs as described below:The problem
It’s 40 days now since the above hreflangs and canonicals have been setup, but Google is still ranking website.eu instead of the regional homepages.
Search console’s report for website.eu:Any ideas why Google doesn’t respect our canonical?

Maybe I’m overlooking something in this setup (combination of hreflangs and canonicals might be confusing)? Should I remove the hreflangs on the dynamic page, because there is no self-referencing hreflang?

Or maybe it’s because website.eu has gathered a lot of backlinks over the years, whereas the regional homepages have much less, which might be why Google chooses to ig nore the canonical signals?

Or maybe it’s a matter of time and I just need to wait longer?
Note: I’m aware the language subfolders (eg. /be_nl) are not according to Google’s recommendations. But I’ve seen similar setups (like adobe.com and apple.com) where the regional homepage is showing ok.

I believe you might have nailed the issue with interlinking! I missed two home buttons on each page which were still pointing to the non-regional site. I'm getting it fixed right away and keep an eye on it.
Crawl budget shouldn't be a problem, I see a daily refresh in the logs for our homepage.
If interlinking doesn't fix it, I'll get into collecting backlinks to the regional homepages. I'll wait to see the effect of the interlinking fix though, as I'm curious what's the real cause.

What you are describing is quite common among many international sites. Google can choose a different canonical, and you are right, it can happen because of the backlinks or because of some technical issues on your site.
I would suggest to dig into both directions.
first, please make sure that all canonicals are set up properly.
second, try to run an experiment for one of the locales that is causing your problems with adjusting interlinking within your site, to increase the internal pagerank of the pages that are not indexing correctly.
third, it would help to do more detailed backlinks analysis on each of the problematic locales, and maybe even gain a few backlinks within the appropriate locale (eg. from strong websites in the same country) even on a temporary basis, to rule out if the lack of backlinks is an issue.
Regarding the 40 days time period - it really depends on how often Google crawls your site, and your crawl budget / authority. Check googlebot logs, how often each of the problematic pages get crawled. It can also give you some clues to proceed with your investigation.Hope my suggestions will help. Let me know if you have any follow up questions, and I would appreciate some info sometimes down the road, how this issue will evolve.

Are bad links the reason for not ranking?
Hello Moz community. I'm looking here for some input from the experts on what could be wrong with a site I'm working on. The site is in Spanish, but I'm sure you'll get the idea. We want to rank the site first page on Google Mexico (www.google.com.mx) for the keyword "refacciones Audi" and some other brands (refacciones = replacement parts would probably be a good translation, just FYI). Now, our page hasn't been completely optimized, so in my mind it's OK not to be on first page yet. However, our main competitor is ranking first page for all the keywords we want to rank for, but when you check their site, you'll find there is hardly any content, no keywords are being used in their content, all pages have the exact same title and meta description, their catalog is in a completely different domain. In short, no SEO whatsoever. Looking at Moz data, our site has a DA of 26, while our competitor's has a 10. They have no external backlinks at all, while we have a few hundred. This leaves me scratching my head: how can a completely non-optimized site outrank us? I decided to check our backlink profile, and a previous SEO agency seems to have built MANY fake blogs with lots of backlinks with rich anchor text. Quite a big percentage of our backlinks are of this kind, so this is the only thing I can think can be affecting our ranking. Will disavowing be our solution? What is the best way to use canonical tag
Hi, i have been researching this since yesterday and have looked at this subject many times before but still cannot get my head around it. i done a report on my site which was very useful, i used http://www.juxseo.com for my site www.in2town.co.uk and it brought me some useful information but part of that info was it was telling me that i should have on my home page a canonical tag which would improve my seo. Now i am using sh404sef for my friendly urls and i am using joomla 3.0 and when i approached the makers of the sh404sef to ask about the tag they said i would need to be careful of using it as it could damage my site and my rankings. i have read lots of information but still do not have a clear understanding behind it. can anyone please explain the best way to use this and should i be using where i may have some sort of duplicate page, any help to understand this would be great.

Bug in Competitor Rankings Report?
I am looking at the report called: Rankings Report for [Competitor XXX] For all keywords in the report, the rankings on the main page say "Not in Top 50"... however when I drill down I can see that this is not true... there is a graph with valid rankings which were gathered as recently as March 20, 2013 (2 days ago) is this a known bug? Rel = Canonical in Blog Posting
Hello, I keep coming back to rel=canonical issues! I noticed when I "view pagesource" that my drupal blog posting automatically creates link rel="canonical" href="/sample-blog-title" /< pattern (with the > reversed) in the source code. I'm getting a lot of Rel=Canonical warnings and double content warnings from Seomoz so I've been trying to insert link rel="canonical" href="http://www.example.com/blog/my-awesome-blog-post"< but the page won't retain the code for some reason. I'm entering the code in Plain Text, but saving the document as Full HTML. Is there a better piece of code I can put in to demonstrate that the original blog page is the original source? Thanks!

Why would you remove a canonical link?
Currently, my client's blog makes a duplicate page every time someone comments on a post. The previous SEO consultant told the developer to not put a canonical link directing it to the main blog post. Did taking out the canonical link result in these duplicate pages? My question is why would she recommend this action? Is it best to now add in the canonical link in or should we implement a 301 redirect or insert a index: no follow? Would adding a canonical link keep duplicate pages from happening in the future?

Canonical tag used on several pages?
Is it a bad idea to use rel=canonical from several pages back to one (if you are planning on no-indexing them)? Does this concentrate the “link juice” from those several pages back to one?

Can I use canonical tags to merge property map pages and availability pages to their counterpart overview pages?
I have a property website, for each property are 4-5 tabs each with their own URL, these pages include the overview page which is content rich, and auxilliary pages such as maps, availability, can I use a canonical tag to merge the tabs with very little content to their corresponding overview page which is content rich?
