Should I convert PDFs to pages?

I have a client that has a lot of content in pdf files that are linked to from their website. The content on the site itself is quite thin.
Should I recommend to them that they convert at least some of pdf files to actual pages on their website? That way there could be a title tag, meta-description, header tags, etc associated with the content.
What role do pdf files play in SEO?

I believe, and have heard, although i haven't proved it, that Google thinks of pdf's as technical content, which is very good for SEO. That said, its probably good to have a brief html text entry for the pdf, with a link to the pdf. That way you can summarize the content of the pdf, add value to the content of the page, make it relevant etc... But then perhaps you have to consider duplicate content. I believe you can add meta to the pdf if its editable that way, and consider if it is duplicate content, then make the html page meta canonical, and establish the pdf as the original.

With that in mind, it's also a good idea to have the content available online as HTML. It's accessible from a wider variety of devices, and doesn't require you to update your adobe reader.

Duplicate Page Titles
It seems as though we are being flagged for duplicate page titles when really they are slightly different. Is it better to remove the "dart board" or "dart board backboard" from all the product titles? We were doing this for optimal SEO - to rank for the search of "dart board" - but is it really hurting us? for example, our product titles are: Obama dart board backboard, Texas dart board backboard, Oklahoma dart board backboard, etc. Yet they are being flagged as duplicate titles.

Home Page Keywords not Ranking and Assigned to Inside Pages
Hi, thank you for taking the time to read this. We have a few websites with the same problem. I will use http://www.prepared-meals.com as an example: The home page was ranking on page one for keyword "Prepared Meals". The site is about 6 months old. We use the Moz page optimizer on all pages of our websites to score an A rating. Recently we found the home page is no longer showing up in search results and the keyword "prepared meals" now points to an inside page that is not relevant: http://www.prepared-meals.com/Senior-Meals/Moms-Meals-Reviews.html this page shows up for Prepared Meals around page 15 in Google results. We have read keywords in the URL might be the issue, even though the page optimizer in MOZ says to do that. We are wondering if this is the issue or there is some other problem we are not aware of. Duplicate page

Limiting On Page Links
Right now, we have about 160 or so links on the home page. It's been recommended that we keep it to under 100, though that's not as big of a deal as it once was. Is it helpful to make a bunch of those links "nofollow" in order to preserve link juice? Is it going to make a difference, or be at all helpful? I assume it won't be harmful, especially as a bunch of them are to the same page but on different sections of the page. Would live your advice and thoughts! Thanks!

Should I use a Page Name variable after the ? for a dynamic web page
I'm converting for static to dynamic web pages. It appears that the page name is used for page ranking in the search engines. Will adding a Page Name variable help to increase our SEO. For example aspecialgift.com/subcat.php?PageName=GiftPage&ProductID=ABCDE. Does the page name variable make a difference?
