Tracking new inbound links

I suspect there might be an easy way to do this.. but alas Icould not seem to find it with by performing some search queries in the Q and A thus figured I would just ask :).. sorry if being repetitive with this question.
I have all sorts of tools to track the number of overall inbound links to my site, but is there an easy tool to check for specific new inbound links from one specific page/site..aka if I set up a link in a directory or I get a mention in an article.. what is the easiest way to search to see if this link has been picked up by google and how much link juice it might be giving to my site?

I have no experience with Majestic SEO, but I believe it has some of this capability.

I've not tried this myself but maybe you could do this using a Google Alert?

I use Caphyon's Advanced Link Manager. If you want to see whether a specific link/page has been indexed, you could use the site: advanced search operator. SEOmoz has some great information about tracking links in the Learn SEO section too.

Will short linking to my site affect SERPs attribution of inbound link?
Some brand partners are using their short links to link back to our site (like bit.ly but they have their own). They have a high domain authority and trust so we want that link back to be read by Google. When I downloaded all inbound links from Moz, this brand's site was not listed, making me worried that the inbound link isn't being seen or considered! Haven't been able to find any info on this...

Google Link Disavow and sites with extremely heavy but poor link metrics
Need help/opinions from the SEO's out there. I am working with a site that in the past hired an SEO company out of India. Over the course of their time together, this company submitted the clients url to tens of thousands of link exchanges and directories. Around the time of Penguin, the owners told me their inquiries dried up. Literally that same week they had a new website launched (designed by a local competitor) that really butchered the site. They were convinced the reduction in traffic/inquiries was due to the new site but I am convinced otherwise (suspect Penguin). Not only does the site need to be re-structured but their link portfolio needs to be diversified. Now on the plus side, the company caters and sponsors a number of events that earns them organic, relevant links. These are overshadowed by the tons of poor, irrelevant ones though. I read a few posts recently on the Google Link Disavow tool and to proceed slowly due to the unknown nature surrounding it. I have a good idea of what links are problematic and which ones are well served. However, the number of problematic links in my estimation is quite high (thousands). I am very hesitant to dive into Google Disavow and submit such a large number of requests. What are your thoughts? How would you proceed?

Is link exchange a reliable source to get back links?
I read a latest post on seomoz that _“Do not buy or exchange link with anyone who contacts you. This is completely against Google's policies and if they were to find out, you could be penalized." So I went through Google's ''Link Schemes'' and found that ''Excessive link exchanging ("Link to me and I'll link to you")'' can negatively impact a site's ranking . _ So is it the ''excessive'' link exchanging that can cause a negative impact? Exchanging links with good quality, cached sites (without excessive doing) can do good or bad? Can anyone please explain to me in detail?

"Activating" Links - Do External Links Have to Be Clicked On to Really Have Value?
I heard an SEO talk about the concept of "activating" a link - meaning that if an external link to your site exists, but google doesn't detect that it has gotten any actual clicks, they will significantly discount or ignore the value of the link. Obviously between Chrome, toolbars, and GA, google does have a lot of ways to detect whether a link has gotten clicks. What is the SEOmoz take on this issue?

What are the Page Authority ranges? 1. Excellent link 2. Moderate 3. Total junk link Of course you look at the anchor text you can use, how many links are on the site, how often it is cached. Thoughts?
