Different people have different opinions on it.  As a general rule, I recommend clients not allow indexing of tag pages, just to be sure there's no duplicate content conflicts.  This is even more important when several tags are assigned to each article.  Quite often you'll end up with a "tag" page that's only got one or a couple articles, making for both duplicate content possibility and thin content pages.

The other potential problem for duplicate content issues is when articles show up in multiple tag pages.

In reality, there is not specific "right" length of anchor text.  Search engines fully expect everything from single word to several word anchors, a mix of keyword specific, brand, and generic random text.

In an ideal world, it should come down to "what makes the most sense here from a user perspective".  In the case of the example you point out, it looks odd, but not from a spammy perspective - you don't get seo value (perceived or otherwise) from including "click here to view" in the link.

Instead, it is less than ideal from a user experience perspective.  It's actually a failed marketing attempt at motivating people to click on the links.

I'd like to offer a hybrid perspective.  Quality doesn't actually always win in the end.  If you've got a great quality filled page that brings no traffic because it can't compete in it's specific niche, it's sometimes due to the fact that competitors have much more quality content - they're established leaders in a given topic for example.  And while more inbound links can sometimes help, or lately social media, sometimes it just requires more content.

Whether it's on-page or additional pages will require evaluation and Magento's suggestion is a good start.  But also look at whether the competition is drowning you out for a given page's topic.  And if they are doing it with just one page, you could try and go for head to head one-page battling, though you'd most likely be able to leap-frog ahead with a multiple-page approach where the sum-total is more than a competitor's single page.  You'd essentially be creating a new "section" devoted to the topic.

Of course that doesn't mean you can scrap the quality issue because Chris's take does have a foundation in truth.

I'd caution against assuming it's meaningless, but only from the perspective of not HTML specifically.  Instead, if a page is bloated with code at the source / crawler bot level, that can definitely have a negative impact, because it can cause topical confusion.  Whether the code is essentially gibberish to the human eye, or javascript with a lot of text that describes functions, calls and parameters.

I see such problems quite often on large sites that try to do a lot at the code level.

That could be.  Then again, how do some brands become so well known for their brand identity?  By including it everywhere human eyeballs are.

That's why I initially offered that the brand can be optional - if it's a weak brand, make use of that space in the Title - however rather than assuming a site can be found for Product Name | KickA$$ Price (very unlikely to be a high volume longer phrase), I believe it's better early on to get a couple phrases in each title where each phrase by itself is relevant, and the combination of those phrases (in different various sequences) is much more likely to get that many more people ultimately finding the site.

This is especially true when having quality content on the page - combine all those Title variations and partial variations with a handful of words in the content that results in exponential long tail visits.

Just my experience though.
