Downtrodden Adwords Quality Scores -- Really?

Wow! 93% of our Adword keywords in our new campaign received a Quality Score of 4 or less. That means most of the keywords aren't showing.
I received the quick answer from our Adwords advisor that, "Quality score is created from a variety of factors ... etc." Yes, I know that by reading Google's documentation.
I dug deeper into the data.
When I looked at keywords dashboard for this campaign, what vexes me is that it's all about "Keyword relevance: poor". That is repeated time and again in the keywords hover, bubble pop-up in Adwords.
"Landing page quality: no problems".
"Landing page load time: no problems".
63% of keywords have quality score = 3
29% of keywords have quality score = 4
We have thousands of keywords that are electronic part numbers. All keywords use phrase matching. We use dynamic keyword matching in the ads.
I dug deeper. I chose random keywords (and corresponding landing pages) from lower quality scores (1,2,3,4) and higher scores (5,6,7,8,9,10). What is the difference?

Notice URLs with score 9 and 10 have url-encoded space (%20) -- just pointing it out.
What is the difference between these pages that have such different quality score?
And, interestingly enough, the majority of example keywords in the Urls above (LM2901, BZX84-A20, etc) have zero impressions and zero clicks thus far.
Yes, the keywords have low traffic because this is exactly what people search for an purchase when making a B2B component buy. It's all about the exact part number.

Loren first off in your number crunching, I'd suggest you calculate a weighted average of your Quality Score, whereby you take into account the number of impressions for each keyword.
This is my general thought based on limited knowledge of your account:
The most tell tale factor is that you have an aged account of 2+ years with a lousy historical CTR. This is going to greatly impact the QS of any keywords you add to your account no matter how relevant (or how much better you've gotten at creating relevant campaigns). Your predicted CTR is terrible, so your QS reflects that.
There is an implied volatility, and what I haven't been able to figure out is, how much change it takes to impact your QS. I've noticed that if your future CTR is really good, and your keywords have high volume impressions and clicks, the QS can improve very quickly (sometimes within days). But if the new keywords you've added are low volume, it can take a long time before your QS improves to reflect the underlying relevance.
George Michie of RKG wrote a detailed blog (rant) post about Quality Score, and while it doesn't directly answer your question, it does educate you on what goes on in that "black box."

I find it hard to answer these sort of questions without seeing the account from my experiences new accounts sometimes show bad scores when you first start a campaign. I love that you're helping me dig deeper.
I crunched quality scores (export and into Excel) for two longer-running campaigns that get an acceptable number of leads/conversions for the cost.
Older campaign 1 : average quality score = 4.8
Older campaign 2 : average quality score = 4.2
So those aren't great either (imho) yet better than the current campaign.
More questions to help you noodle on my situation or do you have gems to share on how to raise the quality score?

Hello David,
The whole account has been running for 2+ years.
This particular campaign was started yesterday -- alongside several campaigns that have been running for months.
CTR average = 0.63% (pretty lousy)
For today's data, 187 distinct keywords had clicks.
28% had CTR >= 50%
34% had CTR 10% - 49%
37% had CTR 0.07% - 0.09%
The median is 20% so that means a lot of the CTR are at the lower end.
We are in a loooooong tail business (with lots of part numbers) so the higher CTR are for 1 impression total, 1 click total, etc.
Lots of items with impressions and no clicks.
Search results are relevant given these are manufacturer part numbers.

What are your ctr's? How long Has your account been running? Also check search queries to see if the phrase match is bringing in relevant searches

Why would a business want to cap their Adwords budget?
If a business has an unlimited supply of product and an unlimited capacity to distribute that product why would they want to limit their Adwords campaign budget? If your Cost per Acquisition for a conversion is lower than the Customer Lifetime Value for any given keyword bid, why would you want to prevent your campaign from reaching as many people as possible? Privacy Policy in Adwords
Does anyone have direct experience regarding the impact on quality score by ensuring there is a privacy policy in place on the landing page? I am aware of the legal requirement but I have heard anecdotal evidence there could be an impact on quality score if one is missing.

Impressions data: Google Webmaster Tools VS Google AdWords
Dear community, I was doing some research within Google Webmaster Tools (WMT) keyword data when I noticed that the impressions within this tool are quite different compared to the keyword impression data provided by Google AdWords (ADW). Some specs about the situation: Date: December 2014 (31 days). Keyword: brand + main keyword* (e.g. amazon shoes, if Amazon would have been the client) Visitors come from: the Netherlands (>97%). Search volume: 3,8 K for this branded keyword last year (December 2013), of which >99% came from the Netherlands (source: Google Keyword Planner). Search query data: "impressions" for Google WMT (organic keyword impressions) and “impressions” for Google ADW (paid keyword impressions). Of course the ADW keyword is [exact]. So, what's wrong? The data doesn’t match, while I expected approximately the same amount of impressions assuming the keywords are: both [exact] keywords; (check! ✓) within the same period of time; (check! ✓) the Ad is being displayed "all the time" (check! ✓) the domain/page is being indexed "all the time" (check! ✓) How much of a difference is there? Organic impressions: 7,4 K (source: Google WMT) Paid impressions: 2,1 K (source: Google ADW) Note that the search volume according to Google Keyword Planner of last year is somewhere in between: 3,8K. The search volume from this tool of last December is not available just yet (but I don’t expect much difference here since Google Trends shows a steady search volume). If the difference would have been 10-20%, I wouldn't be surprised at all, but this is huge. **What could explain the differences? ** If a lot of people were using AdBlockers (they do, but not nearly as massively (around 10%)). If we would have made mistakes in AdWords: budget, bidding, targeting etc. - This is not the case, got this confirmed by the manager who double-checked the data and settings. Also: since it’s a branded keyword it’s really cheap for us and easy to get high quality scores. If we would have made mistakes regarding indexing/crawling that would have caused an extreme loss in domain visibility in the SERP's: possibly caused by robots.txt, a noindex-tag, server problems etc. This was not the case and Google WebmasterTools says the average position was 1,0 during the complete month. "Something else" went wrong during that specific period of time with this specific domain. I don’t think so because I checked multiple months and multiple other domains of other clients. These gave me the same relative results (okay, some were a bit closer: 30 K paid impressions vs 62 K organic impressions for instance, still a big difference). What other possibilities are left? The impressions from Google WMT and Google ADW are not the same, even though they are called the same and therefore suggest they should be (about) the same. AdWords just randomly fails to display and/or measure some branded ads (even though there is plenty of budget, bidding is fine and QS is 10/10). Definitions of "impressions" for both tools according Google: AdWords definition of "impressions" WebmasterTools definition of "impressions" Hope someone has some more suggestions or useful links! Adwords negative keywords / keyword lists conflicting?
Does any of you had any experience on large 5k+ shared negative keyword lists impacting normal campaign negative keywords in Adwords even if they are not selected on these campaigns? And a second question; does anyone know how selected negative keyword lists can be removed from a campaign? I seem to be able to add them but not to remove them... Cheers!

Adwords: Decrease mobile bid for only certain ad groups?
In one of my AdWords campaigns, I've noticed that certain ad groups consistently convert twice as badly on mobile devices as other ad groups do. Is there a way to adjust mobile bidding only for certain ad groups, or can you only control this campaign-wide?

Adwords account suspended for talking about SEO. Why isn't Moz suspended, too?
First let me say that we don't care that much about Adwords. We were spending about 20 bucks a month and we never optimized it, tinkered with it, or cared that much. Business is booming for us just with organic search and referrals from happy customers. (We're a blog writing service called BlogMutt. Motto: We work like a dog to fill up your blog.) But we just got suspended from Adwords. After multiple inquiries and multiple unhelpful responses, we got a note that said: "Please note that your website contains matter which states your site's SEO increases. Anything which relates to SEO is not allowed as per Google Policies. Please make appropriate changes to your website." Now, we don't say your site's SEO increases with BlogMutt. What we do say is what everyone says, that blogging is a best practice for any modern marketing effort. We certainly are less clear about improving search rankings than, for example, moz.com. Why is it OK for Moz, but not for us? Don't get me wrong. I think Moz should be able to continue advertising. I'm just wondering how we got into the Adwords crosshairs. Any thoughts?

Do Adwords affect organic rank?
I used to rank 2 for "guitar outlet" I just dropped to under 50th. Only change I made was to pause a Adwords campaign where I was including that keyword. Oddly enough, I believe I ranked high for that keyword BEFORE I added it as a keyword, but I cant be 100% sure due to lack of timing notes. But is it common for adwords to affect organic? If not...where do I start to look for the answer as to why it dropped?

Bing Ads Quality Score
Hi Mozzers, We've just imported (around two weeks ago) our Adwords into Bing and are just evaluating it. Pretty much across the board, but especially our best performing Ad Groups are showing up with abysmal quality scores. Case in point: our best ad group has mostly 10s, two 9s and one 7 in Adwords, yet nothing over 3 in Bing. Specifically landing page relevance is rated poor, keyword relevance and landing page experience as "no problem". So, what specifically is Bing looking for on landing page relevance that's dramatically different to Adwords? The Bing help references a blog post of 2 years ago suggesting increasing keyword count - yet the pages do well in organic search and adding more keywords to the copy will start to look artificial and stuffed, so I'm very reluctant to start there! Any pointers?
