Partner Site Hit with Penguin - Links hurt me

I work for a network of international websites, the site I work on is for Canada.
Our partners in Australia were hit by penguin hard because they hired a black hat SEO guy and didn't know. He was creating profiles on highly authoritative sites and keyword stuffing them. Now, they've completely dropped off the SERP.
This is where the issue occurs, because we are all international partners we are all linked together on the header of every page so visitors can choose their country. Now, because they were hit hard and we have reciprocal links (not for rankings but for usability) will we be affected? It seems like we have, but I just want some opinions out there.
Also, should we go ahead and stop linking our sites between countries to avoid this mess?

If it's algorithmic then they just need to fix it fast, if it's manual... they still need to fix it fast and then do a reconsideration request.
I would guess that as long as you don't have other bad signals it won't really affect your site, but maybe remove the links temporarily just to be on the safe side.

Note that part where it states "In particular, pointing bad links at a good site with many other good signals seems to be like trying to infect it with a disease that it has antibodies to. The good stuff outweighs the bad."

Another good example of something Google didn't quite take into consideration with this update.

Google Panda and Penguin "Recovery"
We're working with a client who had been hit by Google Panda (duplicate content, copyright infringement) and Google Penguin (poor backlinks). While this has taken a lot of time, effort and patience to eradicate these issues, it's still been more than 6 months without any improvement. Have you experienced longer recovery periods? I've seen sites perform every black hat technique under the sun and still nearly 2 years later..no recovery! In addition many companies I've spoken to advised their clients to begin right from the very beginning with a new domain, site etc.

Which links should I remove?
What is your general approach when removing links for a new client? Just taken on some new work and found links that I wouldn't dream of building now (unrelated domain name, blogroll, single word, exact match anchor, dead sites). However some of these are brand anchor links, and some of the pages have decent Page Rank (2/3/4). Obviously I don't want to remove links that might actually be helping the site in a weird way. It would be good to get an idea of other peoples approach to link removal - what goes, what stays etc?

Identifying why my site has a penalty
Hi, My site has been hit with a google penalty of some sort, but it doesn't coincide with a penguin or panda update. I have attached a graph of my visits that demonstrates this. I have been working on my SEO since the latter part of last year and have been seeing good results, then all of a sudden my search referrals dropped by 70%. Can anyone advise on what it could be? How can I tell if my site was penalized from the most recent penguin update?
Hey all, I want to be able to see if my website was penalized from the most recent penguin update because we have several hundred websites built and at the bottom of each on it says something along the lines Website by, Web Design by, Hosting by and links back to our homepage. Could this possibly be penalizing us since these links have similar anchor text and on sites that have nothing to do with our services? Thanks, Ryan

Anchor text for internal links
there has been a lof of discussion on this forum and elsewhere about over optimized anchor text, partial match anchor text vs exact anchor text match, etc. I am wondering iwhether or not exact anchor text matches are good or bad for internal links?
