How to promote a blog after Penguin and the Google blog update

I have a question, or maybe a discussion.
I'm wondering what the best way is to promote a blog from Blogspot or Wordpress nowadays with Penguin and other Google algorithm updates?

Great question. Fortunately, there's a super awesome resource on just this topic. It's called:
21Tactics to Increase Blog Traffic (updated for 2012)
To be fair, the best ways to promote a blog really haven't changed that much in the wake of Penguin or other algorithmic updates.
If you are creating useful content in a way that engages your audience, and then apply smart marketing to promote that content (see Rand's post above) then your blog will be above 95% of all other blogs out there.

Do you or someone else post their blogposts also on their website?
Anyone else good ideas? Or other strategies to gain backlinks for your blog?

It is all about picking a niche that you can discuss daily if not no less than once a week. Then slowly through your current Facebook and other social mediums build your audience and when you are up to around 25 to 50 readers a day host a giveaway ...and I mean a nearly one... Free tickets to a water park or theme park, market the season and you will for sure gain exposure and most importantly on target backlinks. Google Authorship Not Working
I've had problems with google authorship. I always check to make sure the snippet tool is reporting correctly but my picture appears some weeks and disappears others. When I'm Social Book marking my websites I use a url shortening service such as bitly.com or onlywire.com. Do these services transfer link juice in the same ways as a direct link would do?

Google Plus Algorithim take into account your circle of friends?
I understand that Google will now display search results from your google plus page if it is relevant or if it is from a friend. But my question is if there is weight based on the amount of friends you have or the relevancy of your friends. For example if you search for the term 'wine' if I have 5,000 friends and many of them are wine and food critics just because of that will my google plus page show up or maybe if I just mention wine would I have a higher chance of showing up than a person who is more relevant on their plus page but has less friends or rather less relevant friends? Does a 301 redirect pass along Google +1's from the old url to the new one?
When I 301 redirect a page that has content that has been +1'ed by our visitors, I would assume that Google would handle a +1 the same as a link and pass this authority along to the new url. Has anyone had any experience or heard directly from Google confirming this behavior?

Do you think Google +1 can hurt rankings?
More on established B2C sites (not blogs/forums)? For example, a client has the #1 ranking for the kw with the highest exact match volume in their vertical and sitelinks. Is it better to keep things status quo and not give Google the data or potentially introduce a new signal to Google that might be negative if CTR is not high enough?
