Can Page Authority of a site be higher than its Domain Authority?

I own a website called Takeyourtips.com. While doing a search no Google, I found that the page authority of the home page (31) is higher than the domain authority (23). I was wondering if it's really possible because my understanding was page authority of a page is determined by its domain authority. Therefore, it the domain authority of a website is 23, none of its page could have a higher page authority.
Plus, upon consulting an SEO expert, I was told that neither Domain Authority or Page Authority of a page carries any importance as far as higher ranking of a website is concerned. Is this true?

PA and DA are just 1 of the many ranking factors for SERPS. DA not as much. Consider a blog you set up at wordpress.com. Your DA is 100 because it's a wordpress.com domain, but your page authority will still be 0. Will that DA help you out eventually? Sure, but to start, it's not going to make you rank that much higher. Perhaps that's why your expert writes it off as important.

For long term rankings they are great indicators, but as Conrel said it still doesn't guarantee anything, you still have to do some leg work.

Yes PA can be greater than DA.

DA can predict that you will have good rankings but does not guarantee it.

Hi, We have an issue with one of our websites, with the snippet dispaying differently in Google serps when searching for the domain or the website name rather than a search term. When searching for a search term, the page title shows as expected, but when searching for the site by the domain name either with or without the tld, it shows the snippet as the domain name with an apostrophe at the end. Too Many On-Page Links
Ok so I am very new to MOZ, and we have just set up our PRO account and campaign. When we got our crawl results we had 4 pages with "too many on-page links". All of these pages correspond with our blog, which is a wordpress hosted blog that is integrated into our site. Our site is www.moxicopy.com and the blog is www.moxicopy.com/blog I am confused on how we have over 100 on page links on these pages, as we have very few links on our blog.

"irrelevant pages of a site"
Hi there! Some pages of my site like "contact" or "registration": Should they have a title and a description tag? They are pages that I don't want them to be shown in the SERPs....Could I be penalized by google If I don't do so? Site Downtime - Will pages be reindexed?
I recently had site downtime of about 10 days for a site I'm working on which is about 6 months old. There were naturally many page not found errors in webmaster tools as google had tried to crawl the site during the downtime but I've noticed that google has now dropped some of the pages. Are they likely to be reindexed? Google has crawled some of my pages today but as yet the ones that have been dropped from the index haven't reappeared. (the site has been live again for a week). Should they reappear when the pages are next crawled?

Page Rank
I had just made a 301 re-direct on one of our product pages which had a PR of 4, now that Google has indexed the new page, it's now got a PR of 0, i'm struggling to understand why this could be, i know that you may see a drop of 1, which has happened in the past, but this drop just does not make sense. Purchased domain
We purchased the existing domain www.LancasterPA.com two years ago to promote local businesses. While individual pages within the site are ranking well, we can't get the home page to rank at all in Google. Would there be anything in the history of the domain that could be standing in the way?
