Can Page Authority of a site be higher than its Domain Authority?

I own a website called Takeyourtips.com. While doing a search no Google, I found that the page authority of the home page (31) is higher than the domain authority (23). I was wondering if it's really possible because my understanding was page authority of a page is determined by its domain authority. Therefore, it the domain authority of a website is 23, none of its page could have a higher page authority.
Plus, upon consulting an SEO expert, I was told that neither Domain Authority or Page Authority of a page carries any importance as far as higher ranking of a website is concerned. Is this true?

PA and DA are just 1 of the many ranking factors for SERPS. DA not as much. Consider a blog you set up at wordpress.com. Your DA is 100 because it's a wordpress.com domain, but your page authority will still be 0. Will that DA help you out eventually? Sure, but to start, it's not going to make you rank that much higher. Perhaps that's why your expert writes it off as important.

For long term rankings they are great indicators, but as Conrel said it still doesn't guarantee anything, you still have to do some leg work.

Yes PA can be greater than DA.

DA can predict that you will have good rankings but does not guarantee it.

Home page and category page target same keyword
Hi there, Several of our websites have a common problem - our main target keyword for the homepage is also the name of a product category we have within the website. There are seemingly two solutions to this problem, both of which not ideal: Do not target the keyword with the homepage. However, the homepage has the most authority and is our best shot at getting ranked for the main keyword. Reword and "de-optimise" the category page, so it doesn't target the keyword. This doesn't work well from UX point of view as the category needs to describe what it is and enable visitors to navigate to it. Anybody else gone through a similar conundrum? I've just manually edited all the page titles and meta descriptions on a site, when will this show in Google results?
I've just manually edited all of the page titles, meta descriptions and optimised the copy on a client's site. I submitted this for a new crawl on Google via Webmaster Tools but when I do a Google search the old versions are still showing. Will it still take a few weeks for the new versions to show even though Google has crawled it via Webmaster?

How to use canonical with mobile site to main site
I am pretty sure that the mobile version of the main site needs to be the same canonical link from what I understand. I am trying to find good docuementation that supports this. Even better if its from Google or Matt Cutts. I have a main domain like http://www.mydomain.com the mobile version of this is http://www.mydomain.com/m/ Should my canonical be rel="canonical" href="http://www.mydomain.com"/> for both these pages?

How do I add a meta description to the individual pages on my cms driven site?
Hello, As you can tell from my question, I'm COMPLETELY new to SEO. SEOMOZ flagged some pages as lacking a meta description. How do I add a meta description to the site? If I have too many on-page links can I reduce it with nofollow tags or do the links have to be removed?
On my site I have a top nav drop down menu but once visitors go to one particularly large subsection, that menu is repeated on the left for easier viewing. As a result, I shoot over 100 links on page. Can I put nofollow or noindex tags on the left side links and reduce my "official" on-page links count or do I have to actually eliminate some of the links? Thanks, Oak
