Inbound links from different subject websites

I have question regarding inbound links from different subject websites. We are selling home decor products on our website and getting links from different subject websites.
I want to give more idea about it.
I love cooking and write articles on recipes... My article will live on following website with my signature and signature will contain links to my website.
So, will it help to my website or not?

I don't know that it will help your site or not, but it should not hurt it. All recipes is not a poor site in the black hat sense, etc. It does have some serious ads going on but not totally over the top.
Whether it helps will depend on what page you are linking from and how good your content is. If your page rank on recipe site grows as the result of your recipe or someone else's, it should help by sending a bit of juice to your site. How much help will depend on number of other links from that site. Where the link is in the content and on the page, anchor text, etc.

My question is how valuable is getting a link from a PA 71 with roughly 20 links on it. I guess I am saying how many links from a PA of 30 would be a comparable indicator. I understand there is an almost exponential value of authority as they go higher, but I am looking for a good explanation from a technical aspect. Hypothetical Scenario Would a person be better off pursing 20 links from PA25 pages, or would you be better only getting 1 from the PA71 all things equal.

Inbound Spam Links
We've held Local listings at "A" for over a year. 2 weeks ago we dropped down to below the fold. I ran several reports and our backlink report shows roughly over 10,000 and it's growing every day along with new domain referrals with inbound spam links all using the same core anchor text term. One domain is responsible for over 2,000. These sites have Nothing to do with our industry and several in foreign languages. All these links are "NoFollow". My question is. Although "nofollow" is known to protect you, I'm wondering with over 10,000 of them coming from 345 sites, ALL using our one core term as an anchor text has red flagged us? If so,I'm planning on using Google disavow at the "domain" level. We are a local resort and until this happened we only had around 15 referral sites that are industry related. Hotels.com type sites and local tourist related sites. These new inbound spam links are so blatant and yes they're "nofollow", but I'm starting to wonder IF this off the wall inbound spam link pattern IS indeed affecting us? Any thoughts?

How to Define Quality of External Website During Link Building?
I want to know about process, method or tool which can help me to define quality of external website during link building. We are searching too many questions and topics on Google to resolve daily mind bubbles which land us on different website with different subject. I found that, I was able to drop my website URL over there but confuse about quality of website. I am selling Football and create external link from baby care website. So, will it make sense? My concern is that, Can we create external links from different subject website or specific to subject oriented website? Impact of Internal VS Inbound Links
