Can we use our existing site content on new site?

We added 1000s of pages unique content on our site and soon after google release penguin and we loose our ranking for major keywords and after months of efforts we decided to start a new site.
If we use all the existing site content on new domain does google going to penalized the site for duplicate content or it will be treated as unique?

You are right I think my seo guy purchased some links. Do you think changing anchor text for those incoming links can help us?
If no and we are unable to contact the webmaster of the sites for link removal what are the other ways?

Looking at your external links using the SEOMoz Open Site Explorer tool, someone clearly had paid for links to your site. Many of your links have the words Dubai Hotel as the link text and it's obvious to me that these are unnatural links. You need to get rid of the paid links.

oh, also regarding duplicate content, if you use the content from your old site for the new site and remove/deindex the old site there is no duplicate content issue because the content is not living on two sites. it's unique

don't just abandon the old/existing site without looking into the reasons you got penalized or you'll just create a new site with no PR and no Google trust that will be doomed to suffer the same fate.

If both site has the content up then yes it will be duplicate content and Google doesn't like it.
Changing sites and moving content to another site might not work too well due to the fact that you will have no backlinks to those articles. Thus they will not rank as well anymore if they were ranking well with the other site.
It makes sense in a way, someone can't just create a new site and copy content from another site and have it ranked equally or even on the same page as the original content.

Sitemap use for very large forum-based community site
I work on a very large site with two main types of content, static landing pages for products, and a forum & blogs (user created) under each product. Site has maybe 500k - 1 million pages. We do not have a sitemap at this time.

Currently our SEO discoverability in general is good, Google is indexing new forum threads within 1-5 days roughly. Some of the "static" landing pages for our smaller, less visited products however do not have great SEO.
Question is, could our SEO be improved by creating a sitemap, and if so, how could it be implemented? I see a few ways to go about it: Sitemap includes "static" product category landing pages only - i.e., the product home pages, the forum landing pages, and blog list pages. This would probably end up being 100-200 URLs. Sitemap contains the above but is also dynamically updated with new threads & blog posts. Option 2 seems like it would mean the sitemap is unmanageably long (hundreds of thousands of forum URLs). Would a crawler even parse something that size? Or with Option 1, could it cause our organically ranked pages to change ranking due to Google re-prioritizing the pages within the sitemap?

Site hacked in Jan. Redeveloped new site. Still not ranking. Should we change domain?
Our top ranking site in the UK was hacked at the end of 2014. http://www.ultimatefloorsanding.co.uk/ The site was the subject of a manual spam action from Google. After several unsuccessful attempts to clean it up, using Securi.net and reinstating old versions of the site, changing passwords etc. we took the decision to redevelop the site. We also changed hosting provider as we had received absolutely no support from them whatsoever in resolving the issue. So far we have: Removed the old website files off the server Developed a new website having implemented 301's for all the old URL's (except the spam ones) Submitted a reconsideration request for the manual spam action, which was accepted. Disavowed all the spammy inbound links through Webmaster Tools Implemented custom URL parameters through Google to not index the SPAM URLs ( which were using parameters) Our organic traffic is down by 63% compared to last year, and we are not ranking for most of our target keywords any longer. Is there anything that I am missing in the actions I have taken so far? We were advised that at this stage changing domain and starting again might be the way to go. How to find temporary redirects of existing site you don't control?
I am getting ready to move a clients site from another company. They have like 35 tempory redirects according to MOZ. Question is, how can I find out then current redirects so I can update everything for the new site? Do I need access to the current htaccess file to do this?

Migrating domains from a domain that will have new content.
We have a new url. The old url is being taken over by someone else. Is it possible to still have a successful redirect/migration strategy if we are redirect from our old domain, which is now being used by someone else. I see a big mess, but I'm being told we can redirect all the links to our old content (which is now used by someone else) to our new url. Thoughts? craziness? insanity? Or I'm just not getting it:)

Linking out to authoritive sites from my ecommerce site
Good afternoon SEOmoz community. I was looking for a specific answer or advice or opinion about linking out to other sites. My Site www.tacticalbootstore.com has been undergoing a complete content rewrite. In the process we have been told and read where it can be good to link out to other authoritive sites. One of the pages we have rewritten is here. http://www.tacticalbootstore.com/belleville-boots-sizing-chart-a-97.html We have not added the graphics yet as they are being built now. This is just an informational page about sizing of a particular manufacturers boots. Once you get to the bottom of the text we have added a link to the actual manufacturers page. I changed the domain and structure of my site,is there anything I can do to help speed the recovery in SERPs?
I change the domain of my site in March (pretty much exactly when Panda hit, by coincidence). Our search traffic has dropped by 90% in that time with little recovery. In webmaster tools it shows about 400,000 pages on the new domain and about 85,000 still indexed on the old domain. I set up custom 301 redirects to all of the new pages on the new domain so everything that was moved has a good one hop redirect. I've been told that the only thing I can do is sit back and wait for everything to finish transitioning. The problem is that it has been 5 months of poor traffic, which means 5 months of slow sales. Is there anything I can do the speed up the transition?

Does google recognize original content when affiliates use xml-feeds of this content
