Local SEO Agency Suggestions

I've looked under the "recommended companies" tab of seomoz, but all of the SEO Agencies listed seem to be geared towards big businesses. Most of their contact pages have starting budgets that are way out of my league.
I do my own web-development and on-site SEO, but due to the demands of my job, I do not have the time needed to focus on link-building, and any other kind of content marketing (other than occasional guest blogging).
Can anyone recommend an individual or agency that can start with a $500 - $600 monthly budget and move up from there? My search terms are local to my city, and not all that competitive, just looking for someone who can help.

Thanks for the suggestion. I've already tried Odesk and was pretty surprised. I've found great contractors on Odesk for a number of different projects, but not this time around. The only SEO that applied to my job (that I felt comfortable with) wanted to charge $1000 - $1500/month. Maybe I need to re-post the job.

I can make some recommendations of people that can help you out for a smaller budget. A good place to go to find qualified people for smaller jobs is www.odesk.com. You can search for people with SEO/SEM/PPC experience. Make sure you look for people that have 5 stars and have at least 100 hours of work they have performed and make sure you check their customer testimonials to make sure they have delivered the same exact solutions and value that you are looking for.

Can not get the ranking needle to move even after a year with a US based SEO company
Hello community, I have spent the last 16 months spending lots of money on our USA Based SEO company and on content. For some reason. The powers who may be at Google are not giving us any love. I am beginning to become very dissapointed after all of our efforts. We did have a link penalty a year ago however that has long ago been removed. Does Penguin Help Negative SEO?
With negative link targeting seeming to become more and more of a ‘standard practice’ for more and more agencies and freelance SEOs (I, for one, have had to use the disavow tool far more than I ever thought I would) and the fact that there are more “link building services” that really only build ‘crap’ links than there were when that type of link building worked, I am honestly a bit afraid that Google is really just pushing SEO’s to the ‘dark side’ or at least handing black hat link builders a great tool for bringing down the competition. I had one SEO actually say to me “If my client can’t recover than at least I can target everyone that jumped ahead of them and only spend around $300 on bad link building”. This came from someone I NEVER thought would say anything of the sort and really got me to thinking’ “will this be the future of SEO?” I know the answer is no but still, it seems more and more people are just throwing their hands up and targeting competition rather than working on their own websites and with updates like Penguin I am afraid that more of my time will be spent disavowing links than building them.

Small Business SEO Recommendations
I work for a company that manages websites for several hundred small businesses. We do a good job with on-site optimization but don't do any link building for our clients. Occasionally, clients are in desperate need of links and ask us for recommendations. I've had a tough time finding a balance between quality consultants and affordable prices. I understand that link building campaigns, in general, carry a hefty price tag, but of our clients can't afford any of the big name agencies. We've also had a few of our clients get burned recently by bad link building and I don't want to point them in the wrong direction. Does anyone have any recommendations for companies or freelance consultants that do good work without breaking the bank? Thanks! Tim

Build a site, do SEO work on it and sell it?
Does anybody do this? With success? I keep finding industries right here in my local area (concrete work, home security, painting) that have 4-5 local companies that are competing and NONE of them are doing even the most BASIC items to seo their site or capitalize on ANYTHING online. I could pick 7-8 of these industries and have somebody who works for me spend a couple hours a week on each building links and writing a half way interesting blog post, etc. and once they rank higher than most of the competition sell em for 2-3 grand I bet, especially since I can prove how much traffic they are getting. I have been in SEO since over 10 years now. And have been attending Pubcon since 2004 in Las Vegas. I think I have only missed 1. This year, I have been thinking of which conferences to attend and here are the options. SEO Certification + SEO Experience = Ideal SEO Consultant ???
Since the responsibilities of SEO have increased so much, I think there has to be a kind of basic industry wide Certification / Degree system. Many people may argue that experince is much more important than certification but how about like any other trade or profession; we have (1) SEO Certification PLUS (2) SEO Experience for the Internet Marketers. One of the reasons, I get so many calls from people that they claim they are SEO experts and they are trying to sell their services to us, but when you talk with them, you can easily tell that they do not have any knowledge about it. But they sell the service to business owners that do not understand SEO. It is very sad to see small business owners believe those people.. and I understand it is business owners responsibility to check the background & portfolio of SEO agency, but wouldn't it be nice to have another credential that they can ask "are you also certified SEO"? what do you think about "Certified SEO" or "Certified Internet Marketing Consultant" concept? can there be an international or national organization to coordinate and superwise the certifications? Hire single SEO & SEM person or hire separate people?
I've been moved to a busines development part of the business but I'm still in charge of all of our SEO and SEM. I was only an advanced beginner to begin with but our needs have grown. I'm not sure whether to contract with one or two people. Can someone be extremely well versed in all things SEO and SEM or is it better to get two people on board that might serve as a better sounding board? While they certainly work together, both are a constant moving target and it requires us to stay on top of trends and white hat policies of all the major players. My worst nightmare is to get someone that tries to game the system and screws up our rankings long term.
