Unnatural Link Warning - What to Do??

I just want to ask your advice or suggestions, my new client site received a link warning from Google regarding unnatural link, as I've checked his site backlinks using Seomoz site explorer there are almost 4000+ backlinks and almost 3/4 of the total links are from forum profile spam and blog comment spam. I know it is impossible to remove all those links totally. I would like to ask your advice if what's the best thing to do? Setting up a brand new site and domain or doing a cleanup. Wait! Before you go "creating new quality links", make sure you are not making things worse!
If you've got a manual penalty, and that coincided with a traffic drop then this means that you are not going to recover until someone at Google manually looks at a reconsideration request and determines that you have done your best to clean up the link spam.
What I have found, however, is that many website owners cannot be objective when it comes to cleaning up their link profile. They look at a link and say, "Well, that's a good link - it's from a related directory." Or, it's in the blogroll of a niche website - it can't be considered spam.
The quality guidelines say this:
"Don't participate in link schemes designed to increase your site's ranking or PageRank."
So, when you are thinking of "creating new quality links", whatever you do, don't go doing more of the same but simply replace anchor text with your domain url!!! This is something that may work for sites that have been affected by Penguin. We think that if the algorithm looks at your backlinks and sees that the vast majority are url links as opposed to anchor texted keyword links then you will be ok. But, it's a different story for manual unnatural links warnings.
As mentioned by others, you've got to address every single link that was self created with the purpose of improving your website's SERPS. You've got to make a good attempt to get the link removed or nofollowed. (Document that you contacted the email on site, used a contact form on site, and/or used the email in the whois info.) In your reinclusion request send copies of all of the emails you have sent and received. Tell Google that you realize you went against the quality guidelines and that you are committed to following them from this point out. Do this and you should get the penalty removed.

Massive drop..you really need to remove those links then.
Create the spreadsheet of all the links that are spam (this is most time consuming), then use one of the tools I mentioned or Donnie mentioned or others. And just maintain those campaigns by sending notices every week or two. This would help you take down as many as you can but of course you have to make the list of all of the spam links.
Make sure to keep these documents on a spreadsheet and then show Google, Google will take into good faith because they understand some webmasters aren't available or will not respond.

Yes, that would help. But to be reconsidered, you should try your best to remove as many as you can.
So keep building links but on make sure to send notices to these sites to have these links taken down. 4000+ is A LOT of links and hopefully you can take at least 50% off with notices.
As Donnie mentioned, you should make sure that you are negatively effected by these links. Did traffic drop when or around the time you got the notice?

Depends how was the site ranking before hand.
I was recently suggested by others to use LinkDelete.com and other sites like Rmoov.com can help remove some of these links. However, it can be almost futile with so many links. You have to look at how the site was ranking before and if removing the links will help you and the amount of resources that need to be used.
Best ways is to extract the links from OSE and GWT, and then use some tools like the above links and send out mass takedown notices. But 4000 is a lot!
Weigh out your options and resources and come to what would best benefit the site and company. If your online presences is vital, it might not be a good idea to start a new domain etc.

Spam links - what would you do?
Hello, A few months back our website was hacked which we noticed quickly and got fixed. However, there still is a lot of dodgy backlinks, linking to the spam pages. They come up in Webmaster Tools, Moz and SEM rush. According to the Moz Spam tool, a few of them have been given 7 flags which Moz suggests gives a 30% chance of being penalised by Google. The website has great rankings (position 1-3 in most targeted keywords) so I am scared of doing something that will harm the rankings, however I also aware that Google may do an update which could take these spam links into account. I have no experience of using the disavow tool but from reading up about it, it should only be used as a last resort. So my question is - what would you do?

Link or Ad
I recently requested a link back from a site that is ranking 2nd for a term that i'm working on and they said they would gladly give me the link and remove my competitors but would also like me to have an ad on the same page for an annual fee that i could link to a landing page. I know that paying for links is no good and google can penalize you. so do i pay them and do a no follow to the landing page from the ad and call it a day? and how does google differentiate an ad from a link?

How to recover from bad links?
I come to know about this blog post by recent blog post on Penguins, Pandas, and Panic at the Zoo! I have very good experience with example number 6. Honestly, It's working without any issue towards performance and ranking. But, I have very critical issue after implementation. I bought new home but, I have to hang Sign board with my old address. 🙂 I want to give live example with Google search result. I have removed my old website and set 301 to new category page due to duplication issue. Honestly, Who will like to mesh up performance in panda update? There are 56,311 links & 551 source domains pointing to my old home page. Just see this one! I'm creating quality links to my new category page where 301 redirect set from old home page to category page. I have big mind bubble about display of URL in search result. Why Google shows old home page URL in search result? Does it require to create 56,311 + 1 links or 551 + 1 source domains to get appear my new address?

I'm doing some SEO for small niche service sites...and aside from niche directories and some light article marketing and local search directories (yelp, etc) there really isn't a budget for content generation. I really only have a budget for profile/submission links. What are some sites where you can quite easily fill out a personal profile with an anchor text variable link that may not be THAT juicy but will stick (i.e. not a spam/fake profile type of link, but something like Linkedin). I'll start with giving away 1 www.istockphoto.com Any others that aren't obvious?

Outsourced link building?
My company is looking at outsourcing part of our SEO - some supplementary link building to boost some deep links. What does the SEOmoz community think of outsourcing link building? Every company that I've researched seems to employ very low quality techniques, which ends up with a bunch of spammy/sidebar/links page/comment links. Are there companies that specialise in high quality link building? We would definitely be looking for people that would do things like write engaging guest posts, etc, rather than spamming our brand across the internet. Are there any lessons that you've learned that you can share with me?

Link Churn - where have all my links gone?
I am sure most of you have asked yourself the question I'm asking right now.. Where have all my links gone? I am starting to get twitchy now. I would estimate we have lost around 60% of our links in the past 3 weeks. Does anyone have any comeback stories? Feel like I am back to the start again. I have made a number of changes on the site not least removing a reciprical link page.. that had over 200 links on it but from reading one of Rand's tweets is it true that linking out could be good again?
