Rewrite URL for big website

My website is currently have over 1000 000 links indexed by Google , i'm going to rewrite all of these links, is this crazy ? Can someone give me a checklist to avoid going wrong way ? My website: http://www.webtretho.com/forum/
My current url format: webtretho.com/forum/f[forum_id]/[thread-title-thread_id/
Ex:
Old URL:
http://www.webtretho.com/forum/f90/chia-se-dau-hieu-mang-thai-1357342-new/
New URL:
http://www.webtretho.com/forum/chuan-bi-mang-thai/chia-se-dau-hieu-mang-thai-1357342-new/

I noticed no one had even attempted to answer you and it has been 7 hours. I think there are a couple of reasons for this: the technical level required for url rewriting, the vietnamese language makes understanding a little more difficult (and good move on the url format in english), and there is no reason given as to "why" for the rewrite. So, what do you want to accomplish in making this change?No one wants to give direction that could potentially lead a site like this down the wrong road. From looking at it, you are getting traffic to it and it seems to do well for you. One note, you might want to get some of your bilingual members to assist google in translating vietnamese as I am sure from using Google Translator, they need the help;)
Here is a link to a post in youMoz that appears to have some excellent info on rewrites. Note that you should also read the comments below as they seem to add a lot to what was posted.
I am fully open to any of the more technically skilled to smack this down, but I wanted you to at least have some direction. Note: If this is your first time at this level of technical change, you might want to consider at least hiring someone to assist you who has been down the road before.

URL contain special character
Hello, I am using URLs which contain special character such as ', ". I found in the Google Webmaster Tool report errors related URL contain ' character. Google have indexed partial URL from beginning to ' character and cut off the rest of URL. For example: I submitted URL www.example.com/vietnam-visa-corp'-test-page.html, then google report error NOT FOUND for URL www.example.com/vietnam-visa-corp I don't know why and how to fix it? Is it a problem to have the same phone number on two websites in same niche?
is it a problem to have the same phone number on two websites in same niche? For instance if I had two completely different websites for one painting contractor client. All the content is completely different other than the logo and phone. It is in the same niche for "spokane painters and spokane painting contractor" .. will google see the same phone and penalize?

Keyword in URL
Hi everyone, I've heard many times that keyword prominence in url have a good impact for on-page optimization, even in SEOmoz it is one of the on-page factors. But what if i put keyword in URL then some of the page weight will be targeted to the page in the URL. Which in my vision makes only a negative impact. For ex. Targeted page <a>with keyword "buy car in NY" has a link with anchor text "buy car in NY" pointing on page **, so some weight from A will be transferred to B. Also I think this subject cover a cross linking, so I would like to know, what is the right way of doing cross linking and does it still brings any impact on keyword rankings in SERP.**</a> <a>**Good answer will be appreciated. Redirecting to a keyword-rich domain URL
It's best practice to choose a domain that has keyword in it. But if someone has just launched a website and the domain name does not have keyword, is it better to purchase a new domain name that has a keyword in the name and redirect existing domain to the new domain? Will that help SEO? (This just launched website does not have any traffic or links yet.)
