Keyword in URL

Hi everyone,
I've heard many times that keyword prominence in url have a good impact for on-page optimization, even in SEOmoz it is one of the on-page factors. But what if i put keyword in URL then some of the page weight will be targeted to the page in the URL. Which in my vision makes only a negative impact.
For ex. Targeted page <a>with keyword "buy car in NY" has a link with anchor text "buy car in NY" pointing on page **, so some weight from A will be transferred to B.
Also I think this subject cover a cross linking, so I would like to know, what is the right way of doing cross linking and does it still brings any impact on keyword rankings in SERP.**</a>

I'm sorry but I honestly do not even understand what the question is here, so I'll just take a stab at it. If you want page <a>to rank for "buy car in NY" then ideally you would have page and other pages on your website linking to page</a> <a>with "buy car in NY" or something similar in the anchor text of those links. You would also help yourself out if "buy car in NY" was to be found in some way in the URL, for example, www.mysite.com/buy-car/new-york or something like that. Including the keyword or parts of the keyword in the URL of the page can have a slight impact on rankings. However, cross linking will have a bigger impact, so make sure other pages of your site have links to that page with your keywords in the anchor text of those links. Redirects for new site new urls?
If redoing a site and updating some of the url's for SEO should you do permanent redirects for the old sites url's ? Using WordPress. I saw that the Yoast Pro plugin allows you to do this inside WordPress , is this the best way? Suggestions.? Maintaining semi-related keyword groups
Ahoy! I'm working with a publishing site that has a series of primary topics for free content using a fairly wide keyword, under which we have cluster of associated keywords used in posts. For usability/simplicity some of the neccesarily broader topics have keywords within their cluster that aren't that closely related. We've had success with keeping related keywords and content grouped like this, but I'm not sure how much value to put on this. The issue is that we're writing a new free report (download) that is about "Y". "Y" is in topic category "X". X and Y are loosely related (it made more sense to put Y in X than anywhere else, and adwords/wonderwheel back this up), but there is an obvious disconnect where not everyone searching for X is interested in Y and vice versa. Since the new free report is predominantly about Y, should I go to the effort of using X keyword as a primary keyword since we've got a substantial amount of content in X topic where the two are related and the report will be housed? Or should I just focus on optomizing for Y and not care that it's in the X topic. My feeling is that we'd be better off just focusing on Y, and our general X topic page can continue to be the page focused on ranking for X, even if we normally aim to get an associated free report ranking for other topics' primary keyword. (Blast, that's a rather long and confusing explanation.)

Keyword use in meta description
Anyone know if its important that the target keyword is used AT THE START of the meta description, or is it enough that it is anywhere in the description...? I have a few big ones that are at the end of the description and I was wondering if I should move them up to the front... Thanks!
