When to give up on a website with a Google penalty?

I recently had a Google 60 penalty hit my website. The main two issues were that I had a person helping me with SEO and they bought some links. The second issue is that I own about 90 URL's in the my vertical. I created about 60 one page sites for these keyword targeted domains. I then linked these sites to main site. Big mistake! I kept these URL's all on the same server as my main site. In October 2010 I noticed my site hits dropped dramatically. I started looking for the issue. I didn't know which issue caused the penalty.
I fixed both issues in November 2010 and asked Google for reconsideration in early December 2010. I kept link building for my site by finding quality links.I was extremely honest with Google. I gave them all of the domains I own and I told them the name of the person that bought links for me and the websites where those links were placed. As of late February 2011 a Google search for my domain still showed up in approximately the 64th position.
I recently asked Google again to lift the penalty. I basically told them that I fixed all of my issues that led to the penalty and let them know I have been waiting for almost 3 months. I told them I have put the past 2 years of my life into this website and begged them to forgive me. I also asked them to let me know if my site was never going to be forgiven? I got the typical canned response from the Google team.
As of today the penalty is still in effect. I just want to know when you should give up on a site. I have spent about $20,000 on this site and about 2 years of hard work. I don't want to give up, but I don't want to keep putting my hard work and time into the site if it will never escape the dreaded Google penalty.
Do you think I should continue to wait and if so how long? Anything else I can do to persuade Google to release me from this penalty hell?
If I do abandon the site and start from scratch what steps should I take? Do I need a new server? What if any content can I take from my current site and transfer to the new site? If I can how do I do this without getting another penalty or lose the credit for the original content. I created about 2,000 pages of original content for this site. I'd love to be able to transfer this content if I have to start from scratch. Any ideas or detailed help plans would be greatly appreciated.

Hi Todd,
first we dont know what is the exact penalty, but it seems to me that is an algorithmic penalty.
Just for your information concerning filing a reconsideration request, Google will only look(or react) at it if your site got affected by a manual penalty.
If your site was affected by an Algorithm then they will leave it for the algorithm to resolve it.

How long before our website bounce back after Google Penalty?
One of our client websites got recently hacked. In a span of 4 days, it received random backlinks from random websites with random anchor texts. We are already in good standing for some of the keywords we are tracking and the attack got us a penalty from Google and we lost our rankings, moving out of the top 500. We already disavowed these dirty backlinks though we never really diagnosed where these came from. How long do you think our client's website will bounce back from the penalty?

Is There Such Thing as Minor Penalties or Restrictions?
Hello Mozzers So generally its said that when a site receives a penalty from Google - it's obvious - you can't miss it... But does google apply minor penalties (say dropping 5-10 places for one not so great link) One particular campaign we've been working pretty hard - really great stuff - all white hat techniques - but there were a couple of links I wasn't 100% sure on - but got them any way as I guessed that the effect of them, if not positive, would be neutral at worse... (The sites wen't obvious spam sites but just seemed 'not great') Recently after, we dropped around 8 place for our main keyword ranking. It's not a very competitive space. Is this likely just standard inexplicable fluctuation, or is there such thing as minor penalties or restrictions? Cheeers

Advice on using the disavow tool to remove hacked website links
Hey Everyone, Back in December, our website suffered an attack which created links to other hacked webistes which anchor text such as "This is an excellent time to discuss symptoms, fa" "Open to members of the nursing/paramedical profes" "The organs in the female reproductive system incl" The links were only visible when looking at the Cache of the page. We got these links removed and removed all traces of the attack such as pages which were created in their own directory on our server 3 months later I'm finding websites linking to us with similar anchor text to the ones above, however they're linking to the pages that were created on our server when we were attacked and they've been removed. So one of my questions is does this effect our site? We've seen some of our best performing keywords drop over the last few months and I have a feeling it's due to these spammy links. We have 268 of these links from 200 domains. Contacting these sites to have these links removed would be a very long process as most of them probably have no idea that those links even exist and I don't have the time to explain to each one how to remove the hacked files etc. I've been looking at using the Google Disavow tool to solve this problem but I'm not sure if it's a good idea or not. We haven't had any warnings from Google about our site being spam or having too many spam links, so do we need to use the tool? Any advice would be very much appreciated. Interesting case of IP-wide Google Penalty, what is the most likely cause?
Dear SEOMOZ Community, Our portfolio of around 15 internationalized web pages has received a significant, as it seems IP-wide, Google penalty starting November 2010 and have yet to recover from it. We have undergone many measure to lift the penalty including reconsideration requests wo/ luck and am now hoping the SEOMoz community can give us some further tips. We are very interested in the community's help and judgement what else we can try to uplift the penalty. As quick background information, The sites in question offers sports results data and is translated for several languages. Each market, equals language, has its own tld domain using the central keyword, e.g. <keyword_spanish>.es <keyword_german>.de <keyword_us>.com</keyword_us></keyword_german></keyword_spanish> The content is highly targeted around the market, which means there are no duplicate content pages across the domains, all copy is translated, content reprioritized etc. however the core results content in the body of the pages obviously needs to stay to 80% the same A SEO agency of ours has been using semi-automated LinkBuilding tools in mid of 2010 to acquire link partnerships There are some promotional one-way links to sports-betting and casino positioned on the page The external linking structure of the pages is very keyword and main-page focused, i.e. 90% of the external links link to the front page with one particular keyword All sites have a strong domain authority and have been running under the same owner for over 5 years As mentioned, we have experienced dramatic ranking losses across all our properties starting in November 2010. The applied penalties are indisputable given that rankings dropped for the main keywords in local Google search engines from position 3 to position 350 after the sites have been ranked in the top 10 for over 5 years. A screenshot of the ranking history for one particular domain is attached. The same behavior can be observed across domains. Our questions are: Is there something like an IP specific Google penalty that can apply to web properties across an IP or can we assume Google just picked all pages registered at Google Webmaster? What is the most likely cause for our penalty given the background information? Given the drops started already in November 2010 we doubt that the Panda updates had any correlation t this issue? What are the best ways to resolve our issues at this point? We have significant history data available such as tracking records etc. Our actions so far were reducing external links, on page links, and C-class internal links Are there any other factors/metrics we should look at to help troubleshooting the penalties? After all this time wo/ resolution, should we be moving on two new domains and forwarding all content as 301s to the new pages? Are the things we need to try first? Any help is greatly appreciated.
