Which are the best directory submission sites: UBL.org, localeeze.com, web-listings.net, other?

Manual sumbissions are a PAIN IN THE B, why good directory submission management sites are great. However, which ones are the best ones?

Trying to create a CONSISTENT NAP info across ALL directories and local listings, as well as get some back-links to get some local SEO boost, in a time-and-price efficient way. Do not mind paying but if it a lot of duplicate directories, we figured it might make sure we pick the ones with least overlap and largest reach of quality directories.

You're talking about three very different services when you look at Localeze vs. UBL vs. web-listings.net
Localeze and UBL are local-search oriented. They focus on distributing core business NAP (Name, address, phone) information to local search providers.
Getting this information consistent and widely distributed is critical for local search rankings. Both UBL and Localeze well-respected platforms that offer a solid and important service. There are nuances which make them different, but for the purposes of this discussion, they're both a way to get your NAP out to maps and local search providers.
Services like web-listings.net are completely different. They're offering to "submit your website URL to 20 Search Engines with up to 8 keywords or key phrases." this is, in my opinion (and I believe a widely shared one) outdated and a waste of time, if not downright harmful.
So what are you trying to do here? Get directory listings for backlinks to your site? Or distribute NAP information to the local search providers, to rank in local search?

Do manual submit to all the big directories (basically the ones you've heard of on tv/radio) and then auto submit with LocalEze for the lesser known directories that will probably not do much for you other than give your places page citations.
Other than that local chamber sites work like a champ when it comes to jumping up locally.

localleze I have personal experience with. I could give you the lowdown on what websties are powered by localezae if you wanna send me an email - it's not a directory submission service, but used for building citations. And is for helping you with your localmaps.
I have never used yext before, but they look sweet, and you should check them out as you get a free citation grader

Yvonne, In my view directory submission is useful mostly for link diversity; other than a handful of high authority directories its not going to boost rankings much.
That said, I'd say that if budget allows it you'd want a listing in the Yahoo Directory. After that Best of the Web (botw.org/) has great authority and can help. If you're patient enough, then getting listed in DMOZ Open Directory project is a great directory link but they're slow and super selective.
Beyond those 3 any other directories I consider for myself or SEO clients are directories for their niche. You can search in G using 'directory:niche'. Another way to find them is to study the link profiles of your competitors. Using the OSE tool you can see their link profile and with it look for directory listings.

What will the SECOND link from a site do for me
Say I have an opportunity to get another link from a high authority site that has already linked an important article from me (a page I REALLY want to rank well). Now a month later, they are interviewing me and asking what I'd like to link. I have plenty of good content I can offer, but I really want that page they already linked to to climb a bit in the rankings. So my question is, how is that second link best spent? Would linking to the same page give it a boost? Or does Google see it as "oh. Another link from the same domain. Yippee." Would that link do more for a different page on my site at this point?

Angies List and Judy's Book and other sites
How much SEO weight do sites like Judy's Book or even Angie's List have. I do see the links in the linking reports but I am not sure if I should classify them as paid directories for inclusion. Also a second part of the question is do most of you still recommend the use of paid directories for link building? Yahoo Directory, BBB and so on?

My Yahoo Directory listing isn't being indexed by Google - what do to?
I couldn't find this elsewhere in Q&A...so here goes. I recently (a couple of months back) shelled out $300 for a Yahoo Directory listing. My site got included, but my PageRank didn't budge. Figuring it may take a while, I kept on checking Google's index for the link - still nothing. Now it seems as if some Yahoo & other directory categories are excluded from the Google Index, rendering the links useless from a PR point of view. Anything I can do about this? I've heard of suggestions like linking to the specific page of the category where I'm listed, in the hope Google will crawl and re-index, but I don't know. Any thoughts / suggestions? BTW the directory category link is: http://dir.yahoo.com/Business_and_Economy/Business_to_Business/Communications_and_Networking/Telecommunications/Wireless/Software. Thanks in advance...

Best SEO when you have a lot of clients
So I'm in a bit of an interesting situation. I want to do great SEO for all my clients, but I currently manage 18, each demanding 10 - 20 hours per month. Is anyone out there able to manage a ton of clients and keep them all happy? What are the most effective strategies you use? I'm currently focusing almost exclusively on copywriting for all of them, simply because I don't feel like I have time to effectively test different strategies. Anyone have any advice?

Does MerchantCircle.com have any SEO benefit?
We have created accounts for several of our clients at www.MerchantCircle.com directory and created blogs, coupons, etc for them but we did not get any single click or benefit from merchantcircle.com at all. We wasted a lot of time and also monthly membership fees. I really would like to hear your experiences. Did you have any positive results from merchantcircle.com ? Did they lose their importance after Panda update? Their MOZrank also shows ZERO and we are considering cancelling our accounts with them. Thanks for your advice and help, Lewis
