Finding authoritative sources on Google+ - is there a tool?

I'm looking for a way to find authoritative sources on Google+ on certain subjects.
I define an authoritative source as someone who is in a lot of people's circles, and the content they curate gets shared, +1, and commented a lot.
The subjects are variable, but for an example:
What's the best way to find authoritative sources on Google+ on the subject of auto technology.
Does anyone know of a tool that can do this?
If you can't recommend a tool, how would you approach this? -

I think I'll find a purpose for each of these tools in the research I'm performing; however I think I'll have to develop a custom solution for a starting point.

- FindPeopleonPlus www.findpeopleonplus.com/ research, outreach, and link building. Sort by keywords, profession, country, and more.

Does Google give more ranking weight for Shares for One Social Network over Another.
We are using BuzzSumo to explore the types of content that generate the highest number of shares per article. Does anyone have data to suggest that a share on Google+ carries more ranking weight than a share on Twitter or Facebook, or LinkedIn? We have seen a recent case with one of our client's competitors where they significantly grew their Google+ shares within a relatively short period of time and gained a higher rank for a key search phrase that my client is also targeting. Google Play rankings?
Hi everyone, I've spent the last hour or two googling information on Google Play app rankings, and a few websites mention that standard pagerank of the app page is taken into account when calculating rankings. This seems to make sense, though I'd estimate it's probably not a large factor, with daily downloads being a much higher factor IMO. So my question is, how much of a factor does standard link-building for a Google Play app webpage have in the rankings?. We're trying to increase exposure of an app we've built (https://play.google.com/store/apps/details?id=net.onedirection), and though we seem to have more downloads, reviews and +1's than others, we seem to be ranking beneath them.
