Is providing a paid scholarship to schools and receiving a back link, classed as a paid link scheme?

I've always wondered if it is classed as paid links in Google's eyes?

I don't think Google would want the negative PR from penalizing people for creating legitimate scholarships.
An alternative to creating a scholarship is to curate a list of relevant scholarships in your niche. There are scholarships for almost anything you can think of. Then go to sites that link to scholarships and let them know that you curated a comprehensive list of X scholarships.

Reading Google's link guidelines here, I would say that it could not be classed as a paid link scheme with some caveats: If it's a legitimate scholarship and not a façade or fraud being run by the school or manufactured by the link purchaser then the link is product of the scholarship and not a direct "purchase".
I would have thought that launching a decent scholarship would also generate additional, positive PR and links to the scholarship provider as a result.

Scholarships, product reviews, etc are all in a fuzzy area.
Best advice: use them all, don't abuse or rely too much on them

There has been talk about scholarships on the Q&A before, you might want to do a quick search. While I don't know about the paid link aspect, I do know that one of the concerns brought up before is making sure the scholarship is legal for both the school(s) its being offered for, and in the states its being offered to, that there isn't any discrimination and the like.

Creating a Link Back Template
One of my clients supplies their product to a number of retail stores. Most of the stores do not currently link back to his website. He is hoping that they might be more motivated to link back if they had a template that made it easy to copy and paste the link back code into their website. Does it make sense to make a password protected page with different link back styles. Some plain text, some different size company logos (so they have different options)? Similar to what Yelp does with their badges.

How to improve (ASAP) the linking root domain, the followed linking root domains and the linking C-Blocks? Linkbuilding (or whatever) techniques.
I have a small site (.com) like any website in my sector. 30-90 pages. I have no crawls errors. Everythings is fine, just I need to improve my linking root domain, the followed linking root domain and the linking C-Blocks. Example: my competitors have 300 (one of them have 1300) of total links. I have 30. Anyone know some good strategies? techniques? tips? I just dont want to be in a farm directory, I want free links. I'm already running two strategies but it works so slowly. I want something faster at this moment. Also, any recommendation will be thankful.

Directories are Paid links right ?
How are directories ok for buying links ? How can the funds be claimed to be used to review your submission when everyone knows you are basically buying a link ? What experiences have you had god and bad with directories ? Is it a free for all any directory will do or should you be more selective in your approach. Link Churn - where have all my links gone?
I am sure most of you have asked yourself the question I'm asking right now.. Where have all my links gone? I am starting to get twitchy now. I would estimate we have lost around 60% of our links in the past 3 weeks. Does anyone have any comeback stories? Feel like I am back to the start again. I have made a number of changes on the site not least removing a reciprical link page.. that had over 200 links on it but from reading one of Rand's tweets is it true that linking out could be good again?
