Is providing a paid scholarship to schools and receiving a back link, classed as a paid link scheme?

I've always wondered if it is classed as paid links in Google's eyes?

I don't think Google would want the negative PR from penalizing people for creating legitimate scholarships.
An alternative to creating a scholarship is to curate a list of relevant scholarships in your niche. There are scholarships for almost anything you can think of. Then go to sites that link to scholarships and let them know that you curated a comprehensive list of X scholarships.

Reading Google's link guidelines here, I would say that it could not be classed as a paid link scheme with some caveats: If it's a legitimate scholarship and not a façade or fraud being run by the school or manufactured by the link purchaser then the link is product of the scholarship and not a direct "purchase".
I would have thought that launching a decent scholarship would also generate additional, positive PR and links to the scholarship provider as a result.

Scholarships, product reviews, etc are all in a fuzzy area.
Best advice: use them all, don't abuse or rely too much on them

There has been talk about scholarships on the Q&A before, you might want to do a quick search. While I don't know about the paid link aspect, I do know that one of the concerns brought up before is making sure the scholarship is legal for both the school(s) its being offered for, and in the states its being offered to, that there isn't any discrimination and the like.

I've ran a back link check and discovered a good back link to a site which then gets redirected back to my company's website. I have a feeling that an old SEO agency has purchased a small website which has a decent link back from a relevant organisation with a high Domain authority and then redirects the domain to our website to get the link juice. Just as you'd get customers wearing your t-shirts or sporting your bumper stickers, links are the best way to accomplish the same feat on the web. We design websites for churches and non-profits, and put a link back to our site as the designer. We recently have been told this is spammy and not a good idea. However, from what MOZ says, it sounds like they are promoting you do this. Please comment. Thanks.

Link Pharming
My company has been using an SEO company for a while and have built up our pagerank to a 6. However, we have noticed that they're involved in link pharming - they're buildng extra websites and linking to our site on them. We are not happy with this as we know it will only be a matter of time before Penguin hits us. The contract with the SEO company is coming up for renewal soon and we're thinking of cancelling it. However, we are not sure if the company will delete all our backlinks, which will probably decrease our PageRank too. Has anyone here ever had a similar experience? What did the SEO company do when you cancelled the contract? Does anyone here work for an SEO company and what do you do when someone cancels your service?

The best is to do both. However with those with limited resources, would building more links with branded and naked URL anchor links be a better solution than painstakingly asking every webmaster to remove links.
