How to know if a website is worth putting a link on?

Wondering if someone could please help me.
I'm currently in the process of building more links to improve my keywords but how can I tell if the website is worth putting a link on?
I only really want to input links of websites with good traffic.

Agreed. Spy on Web is a great tool.
Most of the sites that are bad news are pretty transparent. Tons of links, high home page rank, with 0 page rank on subpages or category pages where your link will be posted. Look closely at where your link be be placed. If the page has a ton of links to other companies, low page rank, and just plain seems....unnatural, its best to stay away.
Of course, you could always use the MOZ tools and see inbound links of your competitors, or high ranking sites within your niche.

Great tip there Robert, you can also use majestic SEO's bad neighborhood checker and spy on webs got a great tool too!

Chris has given some great advice there. As a side I'd also recommend checking the site you are linking from doesn't come from a 'bad neighbourhood' and have lots of spammy links pointing to it. You can do this by checking on opensiteexplorer and checking the of quality external links and that they themselves also come from a relating category/niche.

There are lots of different things but the first one is for me always : is it the same category/niche?
What I mean by this is are users of that site going to find the link helpful or useful or is it unrelated and not helpful?
e.g. its not much use having a link to your gardening blog on a space rocket site now is it!
Next up the Moz tool bar is very helpful it will tell you the domain and page authority which can be good indicators of nice sites. There are lots of other toolbars too like Majestic Seo etc.
Finally go with your gut, if your gut says its good or bad its probably right and if you're ever not sure just leave it be.
Remember Google is trying to give the best results for the user if you follow the same advice you can't go too far wrong with Google or your users.

Link profile problem? User-generated reviews website suffering after Penguin
Hi all, We run a user-generated reviews website and we link to the websites of businesses with reviews. Many of them also link back to their reviews page (and in fact, we give them a widget to encourage this). I have a couple of questions about this; Most of these links are to legitimate, but fairly small and unknown businesses - which means a lot of our inbound (and outbound) links are low quality. Could this be hurting us? Given that the links are 2-way, could this be viewed as spam? Some businesses (including a couple with high traffic) have included our widget in their website footer - so there are thousands of (low quality) links from a single domain. Problem? The reason I'm asking is that our traffic suffered in the Panda update, and is again suffering with Penguin - despite the fact that we have a lot of unique content in the form of user-reviews. We've never engaged in any black-hat techniques. Any ideas or advice would be much appreciated. SEO novice here!

I am working on an account that has had several seo companies

things I have found are that majority of links to the site is coming from an
outside blog but digging deeper I found that the blog is actually on the same
server as clients. Should I disavow links from that blog or should I leave it

Resource linking
Is a resource linking page a good way to build backlinks? Do I need to ask permission of the site I am linking? & If do build a resource page do I have to keep in mind keyword density rule, not to stuff too many links on page? I see one of my competitors using a "resource page" and linking to some high athority sites, (which I know they have not asked permission) b/c they are big name site, NFL, NHL, ESPN etc. Any suggestions much appreciated! Can bad links be removed from a website
An SEO company we contracted with linked us up with many poor quality sites - some in foreign countries and now our site has hundreds and thousands of poor quality links to inappropriate sites.. Is there any way to un-link from these? Thank you!
