Ranking top 3 with Geographical Keyword but not on 1st page without it.

Recently I have been working to solve an issue where we rank number 2 for "Web Design Memphis" yet we do not appear on the first few pages for the keyword "web design." Several of our local competitors appear on the first page without the geo keyword.
What can be done to solve this issue? I am not searching incognito and Google is recognizing my locality. Why is the competition able to rank on the first page without the geo keyword and we are not?

As of January 2010, Google stopped showing truly local results for queries like yours: web design memphis. Designers, SEOs and other marketers were hit with this filter and it has never been rescinded. Because of this, when you're dealing with a query like yours, you are likely actually dealing with an organic SEO issue, rather than a Local SEO one. Because or this, the answer to your question lies in competitive analysis of the competitors who are outranking you, to discover where they are surpassing you. Then, the task will be to make a greater effort than they have.
In other words, there isn't going to be a simple answer to a question like yours. The answer will be discovered via a close analysis of who is ranking and why.

Yes a well optimized Google Places page can have a huge impact on getting local query traffic.

@essdee Thank you for your feedback. We do have a places page, the keywords are in the title tag and the geo info is all in the footer. I suspect the issue lies within the Google Places Page, something we are working on now.

Do you have a Google Places account? Is it their website or their Google Places listing that is ranking for the keyword? Do you have "Web Design Memphis" or a similar phrase on your homepage title tag? Do you use that phrase on your site?
I've found including all of the geo information in the footer generally works well. Creating a link between your Google Places account and your web page could help as well.

Is it still true that when your video is shown in a Google Video Carousel your page is not shown in the normal SERPS?

Gallery page with text below, Or split into two pages
So i'm a professional photographer, so my gallery is pretty important, probably more imprtant than the copy supporting it. Right now I have a gallery with supplementary info pushed below. I'm wondering if it would be better to remove the text from the bottom and put it to the top of it's own page, and leave the gallery page as just images, or keep it mixed with both. How can I improve my search results for local pages?
My test for this specific example is http://www.mylocalgaragerepair.com This client is trying to reach out for the local terms such as garage door repair for Temecula and other cities in riverside county. I build the following page. http://www.mylocalgaragerepair.com/temecula-garage-door-repair-temecula-garage-door-service/ What am I doing wrong? Is there some plugin's or other type things that would help my rank locally? If you solve this you've solved one of the main problems I'm having with my business. Any help is greatly appreciated.

Is it considered duplicate contentnt to post a video to youtube then embed that video on our website's FAQs page?
Essentially, I am answering popular questions we are asked and answering them in a video. Once I post it on youtube, I take the video, add it to our FAQ page, and when someone clicks on the question, a new page opens with the question, the video, and the written answer to the question underneath it. Does it affect SEO if my "Menu Label" is a shortened form of my "Page Title"?
This might be a very simple question, but I'm just trying to make sure I don't make Google think I'm trying to pull a fast one. For example, my page title would be "Bridal Fashions", but the menu label would be "fashions" to keep the navigation panel simple and streamlined.

Videos impact on SEOmoz On Page Analysis
For several years we've heard that Google rewards pages that include videos with significantly higher page ranks, however I do not see video incorporated into the On Page Analysis. One of our competitors ranks 1st-3rd on a several keywords while the On Page Analysis tool grades them as an F for the same keywords. This competitor uses video more than any of the others, and has far more YouTube subscribers. I suspect video plays a role in their excellent SERP. Is there a video evaluation tool within SEOmoz? If not, is one coming, or is there a reason why it would not be appropriate? Does anyone have suggestions for incorporating the use of videos in SEO evaluations and recommendations? What impact will Google removing 3rd party citations from listings have on citations being ranking factors?
So now that Google are going to remove 3rd party citations from listings, will they still carry the same weight for local rankings or will this be reduced? If so, how much and when?
