Cant seem to find the answers by googling. The results that come out are mostly on-page SEO to complete my profile for Google Local Listing

I can confirm as well. I've run a lot of tests hoping this would help but it never moves the needle it's all about building high quality citations or cleaning up your already existing citations.

When you're doing off-page for Local SEO you're looking to build what are called citations. These are anywhere you're name address and phone number (NAP) information appear on the net. This is something I typically outsource. I have used both The Hoth seen here: http://www.thehoth.com/local/ and a company called Citations Pros seen here: http://www.citationspros.com/ Both are great companies and will help you in different ways when you get to different levels of your business. Not to give away to many secrets but I typically see Maps listings not ranking to well until they get around 100-250 citations built depending on the GEO and the niche.

Kevin, most of the experts I read seem to think backlinks to your G+ Local listing don't boost ranking at all.

Local SEO is a different animal than organic SEO, but organic signals have played a much bigger part since the Pigeon update. External factors that affect your rankings in the local pack include business citations and reviews. Check out the 2014 Local Search Ranking Factors. Backlinks do have an effect on local search but probably not as much as they do on organic search.

In short, yes, off-page SEO for local listings is similar to off-page for your website.
When deciding to link to your website or a local listing page I always consider the user first. There may be instances when it makes more sense to link to your Google+ page instead of website, for example, to provide location information / directions quicker.
You should definitely put some effort into creating backlinks to your Google+ page but from my experience, as far as ranking goes, the authority (and amount of quality links) to your web domain is a greater factor.

In the Moz article titled Should You Pay for Local Listings Management? by Miriam Ellis, she makes this statement: "Prominence, proximity, and distance are the three types of factors Google tells us it takes into account when ranking local businesses. " I always thought that classic on- and off-page SEO was one of those three factors. What puzzles me about Miriam's statement is this: What's the difference between distance and proximity? Aren't they the same thing?

Google Places Competitor Category Ranks (Should we copy them?)
Competitors use "Interior designer" as primary category in Google My Business, they rank well in Google Places, across the phrases we target. Currently we use the same category, but "Office refurbishment service" would seem to be more relevant to us. Should we move to "Office refurbishment service" as the Primary category in Google My Business? If we do move would we need to change our citations? Google My Business -Choosing Multiple Categories
Hi friends, I'm trying to work out what would the practice be for a business who is operating in different categories in terms of displaying those categories in Google My Business account. We have a client who is supplying both catering and cleaning products (both categories are core). In this case, listing those two categories in GMB would be alright or should I expect a negative impact on results related to both categories as we have chosen multiple categories? Any advice would be appreciated greatly!

Local Recreational Marijuana Dispensaries Disappearing from Google Maps when Plurals used.
This is the second time I have posted this question and never got a satisfactory result. I have an SEO client in Tacoma Wa and when you type (Dispensaries Near Tacoma they are in the Top 3 snack pack and the Google maps shows 20 other similar businesses. However, when you search (Dispensary Near Tacoma) only 3 or 5 recreational marijuana shops show up and my client disappears. Someone earlier suggested it could be because of the categories selection, but that can't affect ALL the other shops and like I said it happens in other cities. for example Dispensary Near Olympia vs Dispensaries Near Olympia. 1800 number for google local
Hi A client with a local business has a 1800 number on their google plus page and most citations. How important is it to use the local number and not a 1800 one for google local? Should we change the phone number to the local number and update all listings? Or should we just continue with the 1800 number and stay consistent? If I put my address on my website, does it help that page to rank for local searches? especially if it's the same address that i am using for moz local and all my citations? I want my other pages to rank in different cities as well as i have a service that travels to all cities in my state. Local SEO: Creating a Second home-based business?
I'm in a bit of a pickle, here's the issue: I have a home-based business with a physical address. I plan on starting another home-based business at the same physical address. I only have one phone (cellphone). I plan on operating both businesses unless one completely eclipses the other. I can probably see your head spinning right now . . . how big of NAP issues are we looking at?
