Looking for a Link Building Strategy

Hi,
I am looking for information on how to develop a link building strategy...
I am wondering if its a good to go through a list of directory sites ( which I do not currently have)...
Does anyone have a list?
Do people set targets for the amount of links they wish to get?.

Thanks for your response. The list I have have been given above has good quality moz stats for most of the domains. I would not consider that a spammy list.
I read the guide to link building and found it hard to relate to. I am a little confused with this whole link building subject

Highly recommend against using lists like these. They are likely low-quality, bad, or spammy places to put links. This is exactly how sites get hit with Penguin penalties.

We highly recommend against lists of sites to put links on. They are typically of bad or spammy quality. And Google gives out penalties for bad links.

Link building from keyword domains
Hi all, I am currently working on link building to our site http://www.betxpert.com which has a number of keywords I am targeting. I have become aware that domains with the keywords are available. We (in Danish) target the phrase "ekpert tips" and the domain www.eksperttips.dk is available. Would it be a good thing for us, to register this domain and do one of the following things: a) DNS forward traffic to our main site b) Build a small blog with minor content and linking to the main site with text links with the tekst "ekspert tips"? c) Simply do nothing, save the money and spend it otherwise... Feedback on linking strategy
The amount of requests I get for links is mind numbing. Yet few respond to my request for blog submissions. What is going on?? People want links yet they dont want to write - its not that hard! Rather than ignore all these requests for links i have decided to write the articles for anyone who now requests a link on my website (providing I like the site and its related to my niche area). I charge £9.99 to cover my admin (It will need to go up). I do not want any links back I just want inspiration to write and unique content for my website. So these are my questions to link builders - what do you think? Would you be interested now all the hard work has gone? SEO experts - is this risking my overall site strength?

Link Building PR versus topic
Regarding link building, what counts the most in terms of PR and relevance(topic). Is it whether, the link comes from a domain/page with high domain/page rank or that the link come from a domain with similar/relevant content? I know, we should always aim to get links from domains with both relevance and good page rank. But which is most important? For example: If we have a web site about swiss made watches. Should i focus on getting links from other domains with information about swiss made watches. Or can i achieve just as good link juice, by getting links from un-related web sites with high PR? We will of course get more qualified traffic from related domains. But from a pure search ranking, what plays the biggest factor?
