Can you explain why a site with loads of keywork anchor backlinks is ranking well?

Hi All,
A couple of years ago my site got punished and i kind of figured out it was due to keyword anchor text backlinks.
I recently was considering getting a new SEO company and found one that promotes another company in my industry. However, when i look at the backlinks, of the website they do SEO for, via open site explorer - I noticed nearly all of the backlinks are keywords.

And if you see the search results here: http://goo.gl/9bXoxY they are ranking on first page with very big brands - and have done for about a year - but nealy all of their backlinks are the keywords in this search...
I understood this is the kind of thing that killed my website 2 years ago - are these backlinks ok? should i still consider this SEO company to work on my site, i 100% do not want my site to be penalised again so any advice appreciated.

I agree with Richard,
A little research shows that this website does not seem to have a whole lot of linking domains/back links. Being that is is such a small website I don't think Google is worried about penalizing them until they get a bit larger. In which case if they continue the same keyword anchor text practices they may run into trouble.
On a good note: Seeing as they do not have a lot of high quality back links you should easily be able to beat this company rankings fairly quickly without having to resort to the over optimized anchor text practices. This should be a fairly quick project depending on your budget and desire to move up fast.That's great news for you !
Remember, sometimes when a website is ranking high for certain keywords, it's not always because the website and seo are done so well. Sometimes it's just they have no competition doing very well at trying to beat them. Which I think may be the case here.

There aren't many links showing to the site at all in OSE or Ahrefs. Rarely would a site with so few links receive a penalty. They also have their main keyword in their branded name, which I think can partially shield them since it's part of their brand name.
Remember as well that these tools include only a portion of the links that are out there. Most sites such as social/branded and NAP (name, address, phone#) listings don't show in OSE. These sites tend to have more links that include the brand or url or generic items such as "View Website" that can be balancing out the keyword rich anchor text as well.

Please understand i am not an "SEO" and do not currently employ an SEO, hence i asked the question - i kind of figured it was shady, but just needed some confirmation from SEO experts such as yourself.

I think that the answer that Richard gave you on your first question is also applicable on this one.
Apart from that, you should see SEO as a long term strategy, if your competitor is ranking well with shady techniques, it's may be good on the short term, but he'll loose on the long term. I saw plenty of my competitors take a dive in rankings after the Panda update in May, while quite a number of our sites gained substantial search traffic (+25%)
If you already got punished for over optimised backlinks, I would certainly not take that road again, and be very careful with any SEO company which would propose this strategy.

Can a .ly domain rank in the United States?
Hello members. I have a question that I am seeking to confirm whether or not I am on the right track. I am interested in purchasing a .ly domain which is the ccTLD for Libya. The purpose of the .ly domain would be for branding purposes however at the same time I do not want to kill the websites ability to rank in Google.com (United States searches) because of this domain. Google does not consider .ly to be one of those generic ccTLDs like. io, .cc, .co, etc. that can rank and Bitly has also moved away from the .ly extension to a .com extension. Back in 2011 when there was unrest in Lybia, a few well known sites that utilized the .ly extension had their domains confiscated such as Letter.ly, Advers.ly and I think Bitly may have been on that list too however with the unrest behind us it is possible to purchase a .ly so being able to obtain one is not an issue. From what I can tell, I should be able to specify in Google Search Console that the website utilizing the .ly extension is a US based website. I can also do this with Google My Business and I will keep the Whois info public so the whois data can been seen as a US based website. Based on everything I just said do any of you think I will be OK if I were to register and use the .ly domain extension and still be able to rank in Google.com (US Searches). How come a page can rank in top 10 for medium difficult keyword, with poor link profile.
Hi Moz Community, The keyword that http://customsigncenter.com/ is ranking for is "custom sign", the keyword difficulty is 38 (according to Moz Keyword Explorer). Here are the link metrics for the page and domain: Page authority: 27 Domain authority: 18 Facebook shares: 50 Linking RDs to the page: 7 Linking RDs to the Root Domain: 8 From the SERP, a lot of its competitors have better link profile than this guy. How come the page http://customsigncenter.com/ can rank 6th for the keyword "custom sign". Are there any important "hidden factors" behind the scene? Thank you for any help and support. Best, Raymond

Weird rankings on my website, can't figure it out
Hey guys, One of my post popular pages for "Rust Hacks" use to be - http://www.ilikecheats.com/01/rust-cheats-hacks-aimbot/ Now when searching Google for site:ilikecheats.com rust hacks This page shows as the highest ranking - http://forum.ilikecheats.com/forums/221-Rust-Hacks-Rust-Cheats-Public-Forum What's weird is it seems the entire front end (Wordpress site) isn't ranking well anymore on page #1 of Google and the forums are ranking better currently. I did have a huge penalty from backlinks last year but cleared it. I got Yoast to do a site review and I'm cleaning up everything now. I also cleared most of the bad links via the disavow tool. Another example is when I search for "warz hacks" the forums show up in 4th place but the main website isn't showing at all back to page 10. If I search site:ilikecheats.com warz hacks the links directly to the main site doesn't show until page #2. So is this still a penalty that is carried over or is something else going on? How can I get a list of every url of a site in Google's index?
I work on a site that has almost 20,000 urls in its site map. Google WMT claims 28,000 indexed and a search on Google shows 33,000. I'd like to find what the difference is. Is there a way to get an excel sheet with every url Google has indexed for a site? Thanks... Mike

Why is my blog out-ranking my main site?

How to see which site Google views as a scraper site?
If we have content on our site that is found on another site, what is the best way to know which site Google views as the original source? If you search for a line of the content such as "xyz abc etc" and the other site shows before yours in search results, does that mean that Google views that site as the original source?
