Strategies to recover from a Google Penalty?

2 years ago we took over a client who had a hacked site and also had signed up with a black hat SEO team that set up 50 spammy directory links back to the site. Since then we have cleaned up the hacks, had the site reviewed by Google and readded to the Search Index, and disavowed all the directory links through GWT. Over the last 2 years, we've encouraged the client to create new content and have developed a small but engaged social following. The website is www.fishtalesoutfitting.com/.
The site's domain authority is 30, but it struggles to rank higher than 20 for even uncompetitive long tail keywords. Other sites with much lower domain authorities outrank the site for our primary keywords.
We are now overhauling the site design and content. We are considering creating an entirely new URL for the primary domain. We would then use 301 redirects from the old url to the new. We'd welcome insight into why the current site may still be getting penalized, as well as thoughts on our strategy or other recommendations to recover from the events of 2 years ago. Thank you.

Thank you both for your expertise! Marie your article is a marvelous resource. We will continue to dig into the GA but will also seriously consider pursuing the landing page suggestion with a nofollow link out. Since we are rewriting content as well as redesigning, it seems that will produce the best chance to heal the site.

Grrr. I typed a big long reply and Moz ate it. Let's try again.
The first thing I'd do is reassess the backlink profile. If you got a manual penalty, then there's a good chance that Penguin is/was affecting the site. You mentioned that bad directory links were the culprit, but have you also assessed other links. For example, this is one I'd disavow:
Also, sometimes sites that have bad directory links can continue to accumulate bad directory links. You may need to do more disavowing.
Many sites with issues with one algo can have issues with another. It's worthwhile to spend time mining GA for evidence of drops near Panda dates.
Google will tell you that a previously penalized site has no stigma on it once the penalty is removed. However, I have seen many sites that could never rank well again after getting a manual unnatural links penalty. I personally think that there is a problem with the Penguin algorithm that causes this and hope that a future Penguin update will fix this. But, I can't say that with certainty. As such, if you are pretty certain that the backlink profile is clear and that another algo is not in play then starting over may be a better idea.
BUT...do not do 301 redirects. If there is any link related issue (i.e. Penguin) you'll just pass the problems to the new site. I wrote an extensive article here on how to redirect a penalty hit site:

Did you redirect the website? While not documented, some think that redirecting could transfer the penalty.
I would still attempt to remove links from the old site if you are redirecting. Here are a couple of great resources from Moz:

Link Audit Guide for Effective Link Removals & Risk Mitigation (Moz)I would make sure that you clean up all backlinks to the old site, update good ones to the new site, document your attempts, and file a reconsideration request.

Is there proof that disavowing backlinks in GSC help to boost rankings in Google?
Hi Guys Let's say you have a website and you got some questionable back links or lower quality ones. Does anyone have proof that after disavowing back links helped in the rankings or had some positive effects? I am concerned that Google will place our website on their radar and instead possibly demote it or smth. Lastly, if disavowing is the way to go what criteria do you use to disavow backlinks? So if you get questionable back links over time, should you disavow ongoing as well? If so how often? Cheers John

Guest blogging penalty
We would like to receive a blogging post from guest on our blog which links to their website and vice versa....a link from their blog to our website. Does this affect us in terms of Google's "guest blogging" scenario? We have natural link exchange from our partners...website to website from partners page.

Google Analytics shows wrong position
1 For a particular targeted keyword Google Analytic shows Avg position as 20 for 10 Impresions . On the other hand other Tools like Rank Tracker/Authority Labs shows no Ranking at all . When I Manually check Google results, that particular page is not listed at all in Google Search for that particular keyword in Top 400 search Results. Its almost 30-40 days back done Optimization for that keyword, no Keyword stuffing (2%) or nothing blackhat. Keyword has just 300+ search per month . MOZ and other Tools like MyWebsite Auditor shows no major issues with On Page SEO , overall good score for onpage SEO . Any one has any ideas as why this happens or happened to someone before . Link Removal and Disavow - Is Page Rank a sign directory is okay with Google
Hi, Currently cleaning up a clients link profile in preparation for disavow file and I have reached the stage where I am undecided on some directories as I don't want to remove all links. Is Page Rank an indication that Google is okay with a particular directory? For example the following domain is questionable, but has a PR of 3. Is this website being punished by Google?
Hi, I just took over the SEO for a friend of mine's website. Is this website being punished by Google? It has a strong link score, the homepage needs work as far as Key wording goes but it does not appear in Google's top 100 for any keyword. I am not sure that the last SEO company did some harm. Google Penguin for non-English queries?
Does anybody know if non-English queries were also 'hit' by the Google Penguin update? All Penguin horror stories out there are from sites focusing on English queries, and in some (Dutch) industries I'm monitoring, some sites with spammy backlink profiles are still ranking.

How The HELL Is This Site Ranking So Well In Google Places?
When I do a search for this site it ranks number 2 on Google just below the official federation of master builders website for the keyword phase "builders in london" this is the site http://bit.ly/Lypo8E which is a nasty looking blog which has nothing to do with builders and they don't even have an address anywhere on the site. The only thing I can see is that they are sharing there address with a lot of other businesses and all of the citations from those other businesses are causing them to rank higher on Google places, but surely Google can't be that stupid right?
