Keyword Targeting - How to Properly Target Two Similar Terms?

Hi all,
So I have a question about "best practices" when you have two unique, but highly similar keywords you are targeting.
Let's use the examples of "raincoats for women," which gets 9,900 searches a month, and "rain jackets for women," which gets 4,400. I am in the process of selecting keywords for my client's "keyword portfolio" and need to come up with a strategy when faced with two similar keywords that use different terminology.
I'm well aware that there should only be one page for "women's raincoats" but there is no doubt in my mind that Google will give preferential treatment to whichever version of the keyword (raincoats/rain jackets) I include in my title tag, meta description, content, etc. I know that the modern philosophy is that Google is sophisticated enough to understand that the two words are essentially synonymous. That said, would you
A) only pick "raincoats for women" for your client's keyword portfolio and focus exclusively on that term in your optimizations?
b) pick both terms and try to strike an even balance between both in your optimizations?
c) pick both terms and only optimize for "raincoats for women" and hope that "rain jackets for women" gets some peripheral benefit from your optimizations via Google's understanding of synonyms?

You can use full keyphrase in page tilte/content/h1 tags and so on without keyword stuffing.

Thanks for your help. I'm still seeing so much evidence that 'exact match' optimizations really move the needle in organic search, which is the only reason I have hesitations. While I fully endorse the idea that your site's language should be well-written and user-friendly, I don't want to lose out on any opportunity to target the best keyword.

"B" option is way to go.
Just optimize and use those terms in natural way, don't keyword stuff and you will be fine.

Homepage title tag: "Keywords for robots" vs "Phrases for users"
Hi all, We keep on listening and going through the articles that "Google is all about user" and people suggesting to just think about users but not search engine bots. I have gone through the title tags of all our competitors websites. Almost everybody directly targeted primary and secondary keywords and few more even. We have written a very good phrase as definite title tag for users beginning with keyword. But we are not getting ranked well comparing to the less optimised or backlinked websites. Site not in Google top 50 for key terms
Dear Moz Community, Our site - http://www.sportsdirectnews.com publishes a high volume of daily sport stories and aims to follow Google's Webmaster Guidelines, yet our pages don't appear anywhere in Google's SERP's. Google webmaster tool content keywords Top URLs
GWT->Optimization->Content Keywords section... If we click on the keyword it will further shows the variants and Top URLs containing those variants. My problem is none of the important pages like product details pages, homepage or category pages are present in that Top URLs list. All the news, guides section url's are listed in the Top URLs section for most important keyword that is also present in my domain name. How to make google realize the important pages for the important keyword?

Long term plan for a large htaccess file with 301 redirects
We setup a pretty large htaccess file in February for a site that involved over 2,000 lines of 301 redirects from old product url's to new ones. The 'old urls' still get a lot of traffic from product review sites and other pretty good sites which we can't change. We are now trying to reduce the page load times and we're ticking all of the boxes apart from the size of the htaccess file which seems to be causing a considerable hang on load times. The file is currently 410kb big! My question is, what should I do in terms of a long terms strategy and has anyone came across a similar problem? At the moment I am inclined to now remove the 2,000 lines of individual redirects and put in a 'catch all' whereby anything from the old site will go to the new site homepage. 50% of my keywords just had a significant drop for no reason no changes?
I just looked at a report for one of my sites in moz pro and Improvement: 35 slots 35/75 keywords just dropped on google, I didn't make any changes recently Ranking Changes Improvement: 12 slots 12 Improved Improvement: 35 slots 35 Declined Many dropping 5 - 22 places! Any ideas on whats up, thank fully it didn't effect traffic, its pretty low anyways, but it has stayed the same... But still dropped to page 5 for lots of stuff. Strange. Did google just update or something? Thanks for any ideas.
