Having High Quality sites link to my site

How can I tell if a site is high quality or not, so far I have been using Moz's Toolbar to find the Domain Authority and Page authority to determine the quality of the site - is this correct?

A quality site tends to:

Have quality, unique content that targets services, service areas, and has accurate meta data

Adhere to mobile friendly guidelines

Have good site speed
Keep in mind that Google Penguin will penalize you if you have spammy links, so link building must be legitimate, too (and this is what helps DA and PA).

I think that honest personal opinion is a good method. Look at their same-subject content and find what they have done better than you.
I don't know of any tools, and I would not trust a tool if someone said that they had one. One of the most important things that an SEO can do is to rely on the brain for some judgements. I mean, if you are a plumber and you can't recognize better plumbing content than your own, you don't want to trust a toolmaker's opinion. And if you are not a plumber, you are writing about the wrong subject.

In some ways I would take out the PA & DA as a primary reason and look more like; are there users that may want to look at my service/site going to be here? Would they find my site helpful? really you are looking to market your site to users, if a site has good PA and DA all the better. A lot of the time it comes down to your gut feeling and risk/vs rewards etc.

Oh ok I see, so how would I tell if a sites content and features are better than mine, excluding my personal opinion of course. Is there any tools I could use that would tell me this sort of info?

Yes thats really helpful thank you! So for arguemnts sake - if I had a Web Agency I was building links for, I would use these tools and tips to find sites/directories that overall have a good PA and DA as well as looking at other factors such as the quality of content and the niche my website is in?

High quality sites have content and features that are better than yours.
PA and DA don't matter. Google knows nothing of them and they don't trigger likes, links, shares, dwell time, pageviews or anything else that might be meaningful in the eyes of google.

No one has access to Googles 'Secret sauce' so a lot of the time it is educated guess and using tools like Moz. Most people like to us DA and PA to measure but also some common sense. E.g. if it in the same niche, is the content good etc. with that in mind you can normally work out if that site may be a good link wit your own. Just break down in your head - "what would make an authoritative site?"

Post index of quality back links; How long should you leave it to see if it's had any impact?
The question is pretty much in the title. We had a link from a Charity site (high PA/ DA) and from Metro online recently. Indexed about 3 weeks ago and 5 days ago respectively. No movement to speak off. (Previously we've seen significant boosts from far lesser links). Should I assume they have had no effect? Or is too early to tell I know it takes up to 2 months for some of our new pages to rank, same with passing authority from links? (Note: I appreciate the competition will play a significant part in this, but my question is specifically about how long one should leave to know one way or another. )

AllTop Linking Me to Other Sites Feeds, Webmasters Reporting Lots of Broken Links
I submitted my blog to All Top awhile ago and something seems to be wrong with their feed. They're sending people to mysite.com/truth-o-meter.com/this-is-a-post. It's not just truth-o-meter either. I'm getting links that are supposed to go to all kinds of political blogs. As a result, I'm getting a ton of broken links reported on Google Webmasters. I couldn't find any real support option on alltop.com, and when I log in, there are no sites for me to manage. Instead, I resubmitted the site with the correct feed address and in the comments, I mentioned the problem. All I got was a message saying the site was rejected. I believe because I already added the site. But I'm thinking they didn't pay attention to the comments. (In fact the message may have gone through an auto-filter considering how quickly it was rejected.) Is there a way to solve this? Is this a situation in which I would use the disavow tool? If All Top continues to create bad links, how do I stop the issue once and for all? Thanks!

Are High Domain Authority, Low Page Authority Links Good?
I recently created a scholarship with the hopes of getting .edu backlinks (as well as helping students in need, of course). So far, I have received 8 followed backlinks from very authoritative .edu sites (70+ domain authorities). The pages that link back to me are the "outside scholarships" pages. I've seen these pages range from having a page authority of 10 to 50+. For example, I just reached out to Johnson & Wales for a link on their outside scholarships page: http://www.jwu.edu/scholarships-from-outside-agencies/ You can see this page has a PA of 1 and a DA of 73. I'm wondering if Google will see the low page authority and not give me much valuable juice (if any). Are these types of links worth it?

Link on Every Wordpress Portion of My Site?
I have a website that is pretty popular with good SEO rankings. Part of the site is ran with Wordpress (homepage, articles and static content pages), another part is the forums using vBulletin (probably 75-80% of the pages on the site) and I also have a directory using another software. I have a new website and was going to add a link to it on my older site on the sidebar of Wordpress across all the Wordpress pages. Should I stay away from that or just put it on the homepage? The text is basically "Come check out the new {keyword} site at {SiteTitle}, by the founders of {OldSiteTitle}. I would have the keyword and sitetitle linked over to the new site. Would I be hurting either site by doing this or should it be looked at as a natural link as I do own both of the sites and want to let people know about the new site.

How to check inbound link quality?
We're reaching out to various communities to do some link building at the moment and were wondering what people did to confirm that the links are from quality sources? We don't want links from bad neighbourhoods or sites which have had penalties applied against them etc... What tools can we use to find this out? Thanks in advance for any replies!

One of my rivals in a competitive field (real estate) has done this deliberately and extensively -- it accounts for about 2/3 of his inbound links. Result: he's now #1. How strong a ranking factor is keywords in source URL - ie, how easy is it to beat with other ranking factors?

Are site profile links from sites like Quantcast still a Google friendly quick win?
I heard one of the speakers from Link Love suggest getting an easy high PR link from Quantcast.by creating a site profile page. What is everyone's opinion on the value of this type of link when blended with other types of link building activity. Low, Moderate? What is the best way to find these types of link profile opportunities? Any one have a good list?
