Having High Quality sites link to my site

How can I tell if a site is high quality or not, so far I have been using Moz's Toolbar to find the Domain Authority and Page authority to determine the quality of the site - is this correct?

A quality site tends to:

Have quality, unique content that targets services, service areas, and has accurate meta data

Adhere to mobile friendly guidelines

Have good site speed
Keep in mind that Google Penguin will penalize you if you have spammy links, so link building must be legitimate, too (and this is what helps DA and PA).

I think that honest personal opinion is a good method. Look at their same-subject content and find what they have done better than you.
I don't know of any tools, and I would not trust a tool if someone said that they had one. One of the most important things that an SEO can do is to rely on the brain for some judgements. I mean, if you are a plumber and you can't recognize better plumbing content than your own, you don't want to trust a toolmaker's opinion. And if you are not a plumber, you are writing about the wrong subject.

In some ways I would take out the PA & DA as a primary reason and look more like; are there users that may want to look at my service/site going to be here? Would they find my site helpful? really you are looking to market your site to users, if a site has good PA and DA all the better. A lot of the time it comes down to your gut feeling and risk/vs rewards etc.

Oh ok I see, so how would I tell if a sites content and features are better than mine, excluding my personal opinion of course. Is there any tools I could use that would tell me this sort of info?

Yes thats really helpful thank you! So for arguemnts sake - if I had a Web Agency I was building links for, I would use these tools and tips to find sites/directories that overall have a good PA and DA as well as looking at other factors such as the quality of content and the niche my website is in?

High quality sites have content and features that are better than yours.
PA and DA don't matter. Google knows nothing of them and they don't trigger likes, links, shares, dwell time, pageviews or anything else that might be meaningful in the eyes of google.

No one has access to Googles 'Secret sauce' so a lot of the time it is educated guess and using tools like Moz. Most people like to us DA and PA to measure but also some common sense. E.g. if it in the same niche, is the content good etc. with that in mind you can normally work out if that site may be a good link wit your own. Just break down in your head - "what would make an authoritative site?"

Linking to the same sites from more than one of my sites, is this bad?
If I work for a company that has more than one website within the same industry and we have separate websites within that industry. An example would be: CarLoans.com HomeLoans.com & PersonalLoans.com The only difference from this example is that we are a B2B Company. My question is: is it bad to acquire links from the same external websites for multiple websites that we own and want to rank for? If I establish a relationship with Forbes or some other website and I can get links to several of our sites, will it ever be bad to link to all of our websites from this one website. Spammy Links in MOZ but when I go to the external link I can't find a link to us
I was going to try to contact webmasters to see if they would remove some of our spammy links. I see alot of them in MOZ but when you go to the site our anchor text is not there. Is this good? How often does MOZ refresh external links. Attaining quality links from sites of a different language.
Working on a campaign for a Bed & Breakfast within non-english market. The possibilities of establishing quality links is very limited. However, as it is most of the time, there are plenty of english sites we can target. What is the latest news on achieving link presence on a site that does not match your own site's language? Given this campaign relates to travel; there shouldn't be an issue in achieving links on foreign sites, is there? Does the PR flow through just the same?

Site-wide/Blogroll Anchor Text Linking
I have some blogs that I own with 10,000+ indexed pages of content. I have wondered for sometime if adding anchor text links for my clients on relevant blogs would be helpful or harmful. I realize that having an anchor text link on ONE article page in context is better than 10,000 anchor text links on my blog roll or footer, but I have been reluctant to use this strategy due to the bad press site wide and blogroll links have gotten, What has been YOUR experience with this method?
