Business has multiple locations, but want to rank for commutable cities, geographies

Hello,
The business I am working for has multiple locations, but the service they provide is one that you would commute for. At present, they have 20 or so pages with yucky geographical keyword stuffed content (think "New York computer services" and they are based out of a suburb (maybe 40 miles away). For some ridiculous reason, some of these pages are ranking for exact match search terms? We are in the process of revamping the whole site-taking approx five sites and integrating into one mega site.
I want to first, figure out the best strategy for ranking for the region that each is in and serve, without being spammy like the previous SEO. I want to eliminate the spammy pages without losing the rank and link juice. What is the most appropriate and above-board strategy? These are my thoughts. Should I:
1. Keep the pages, but tweak them enough to make the content quality? If I do, should they be geo pages? Should they be "locations served", statistics of the area, etc?
2. Group the pages according to region (one page per region) that are location-oriented and tweaked to still include the terms they were ranking for (without the spammy look and stuffing), along with a map, etc?
And then, I have to figure out how to redirect so not to lose the value we have now for some of them. The company deals with treatment for addiction, so in recommending and tips-remember that our audience will commute by car, and eventually (hopefully) by plane.

Thanks for the further details! The business may need to mainly rely on PPC and social outreach to reach demographics outside of their city of location. Perhaps you can do something on the website to support this goal, but, the usefulness of saying "people come to us from another city" just typically isn't strong.

Thanks so much for this response. The business model of an addiction treatment company is that at least for the rehab aspect, patients will come to live at the center for a few months to get well, so the commutable distance would be different than, for instance, a clothing shop.
That said, people are willing to travel from a few hours away, so we would like to be able to target that group, without resorting to keeping the spammy pages that are already on the site (implemented before I was here). Moreover, some of these pages are actually ranking as relevant, so I am thinking that I should take these pages and tweak them to be more qualitative as less geographically-oriented pages, so to pass the ranking weight when we redirect to a new site.

I'm not quite understanding the concept of "commute" here. My image of an addiction treatment center would be a physical location that patients come to, the same way a doctor's office is a physical location that patients come to. Please, correct any misunderstanding I may be having in visualizing the business model.
If, indeed, your client has multiple physical treatment centers that patients come to, then standard best practice would be to have a unique page for each of these physical facilities. Likely, you could edit your existing pages to fit this approach, unless they have very odd URLs, in which case, you might want to create new pages and 301 redirect the old ones to them.
If, however, the client has built a bunch of pages represent their patients' possible locations instead of the locations of the treatment facilities, that can verge on a spammy approach. For example, if you have a treatment center located in Mill Valley, California, but you've created a page for San Francisco saying something like "customers come to us from San Francisco", that's just not a very useful practice, as far as patients are concerned, and the whole point of it is clearly to earn search engine rankings for places the business doesn't exist. Just not a good approach.

Hey Guys, Curious how people use the onpage grader for optimizing pages for local businesses specifically, I'm interested if people use keywords with or without a geo modifier since adding a geo modifier will prevent more natural writing to increase the score. Pages ranking outside of sales area
Hi there Moz Community, I work with a client (a car dealership), that mostly serves an area within 50-100 miles at most from their location. A previous SEO company had built a bunch of comparison pages on their website (i.e. 2016 Acura ILX vs. Mercedes-Benz C300). These pages perform well in their backyard in terms of engagement metrics like bounce rate, session duration, etc. However, they pull in traffic from all over the country and other countries as well. Because they really don't have much of an opportunity to sell someone a car across the country that a customer could easily buy at their local dealership, anyone from outside their primary marketing area typically bounces. So, it drags down their overall site metrics plus all of the metrics for these pages. I imagine searchers from outside their primary sales area are seeing their location and saying "whoah that's far and not what I'm looking for." I tried localizing the pages by putting their city name in the title tags, meta descriptions, and content, but that doesn't seem to really be getting rid of this traffic from areas too far away to sell a car to. My worry is that the high bounce rates, low time on site, and general irrelevancy of these pages to someone far away are going to affect them negatively. So, short of trying to localize the content on the page or just deleting these pages all together, I'm not quite sure where to go from here. Do you think that having these high bouncing pages will hurt them? Any suggestions would be welcomed. Thanks!

How does duplicate content work when creating location specific pages?
In a bid to improve the visibility of my site on the Google SERP's, I am creating landing pages that were initially going to be used in some online advertising. I then thought it might be a good idea to improve the content on the pages so that they would perform better in localised searches. So I have a landing page designed specifically to promote what my business can do, and funnel the user in to requesting a quote from us. The main keyword phrase I am using is "website design london", and I will be creating a few more such as "website design birmingham", "website design leeds". The only thing that I've changed at the moment across all these pages is the location name, I haven't touched any of the USP's or the testimonial that I use. However, in both cases "website design XXX" doesn't show up in any of the USP's or testimonial. So my question is that when I have these pages built, and they're indexed, will I be penalised for this tactic?

A question about similar services a multiple locations
Moz Friends, I hope you can help with this question. My company has 25 locations, and growing. Our rankings are strong in the Serps and Local Maps. With each location, we create a new page (with a unique URL) for that specific location (ex: Thriveworks.com/knoxville-counseling). We then write about 15 pages of unique content for that location, each page about one of the services we provide like: Depression Counseling, Couples Therapy, Anger Management, Eating Disorder Treatment, Life Coaching, Child Therapy, and the list goes on and on.... Hence, for each location, we create a pile of URLS like: Thriveworks.com/knoxville-counseling/couples-therapy, ..../knoxville-counseling/depression-therapy, .../knoxville-counseling/anger-management... We do this to rank for medium-long-tail searches like "Knoxville Marriage Therapy." As we grow, this results in us writing lots and lots of original content for each location. Original, but somewhat redundant. We would much rather write one AMAZING article on depression counseling, than 25 'okay' ones for each office we open. So, my question (if you're still reading) is our current approach the right one? Should we continue the grind and for each location create a unique page for each service offered out of that office? Or is there a better way, where we can create One anger management page that would suffice for each of our local offices? Has anyone addressed this topic in an article? I Haven't found one... How can I rank my .co.uk using content on my .com?
Hi, We currently have a .com site ranking second for our brand term in the .co.uk SERP. This is mainly because we don't own the exact match brand term which comes from not having a clue what we were doing when we set up the company. Would it be possible to out rank this term considering we the weighing that google puts towards exact matches in the URL? Same blog, multiple languages. Got SEO concerns.
Hi, My company runs a small blog in swedish. Most of the visitors are our customers/prospects. We will write about generic concepts regarding our business and the occasional company news story. However, I have quite a few ideas for articles that could be interesting to a lot of people, and I'm tempted to write those in english for better exposure. I would love it if that exposure could boost my companies authority. How should I go on about this? Can I somehow tell search engines that a certain part or page of the site is in another language? Should I translate our entire site to english and post the english post in a separate blog feed? Any insight is welcome. Thanks in advance!

Hi guys,We built 2 sites for a client called Kilsaran. 1. Kilsaran.ie targeting Ireland2. Kilsaraninternational.co.uk targeting the ukThe issue is with the uk version of the site is not appearing where it used to be on the SERPs on google.co.uk when you serach for either "Kilsaran" or "Kilsaran International". The Irish version kilsaran.ie now appears first. We have set the GEO targeting for the respective Countries. The .ie site is the original site with the longer History and much more domain authority, links etc There is no manual penalty appearing So my questions is how do I get the English version to appear no.1on google.co.uk? Is it a case of building some local links? or should I implement geo ip detection?Another related question. What is the geo targeting tools function in GWT used for?ThanksRob
