Negative SEO & How long does it take for Google to disavow

Following on from a previous problem of this sweetandsavorymeals completely dropping from index, we have discovered that 150+ spam, porn domains have been directed at our pages (sometime in the last 3-4 months, don't have an exact date).
Does anyone have exerpeince on how long it may take Google to take noticed of a new disavow list? Any estimates would be very helpful in determining our next course of action.

Quick way to review Disavow?
We've recently taken on a new client that has a very large Disavow file. I'm wondering if any good backlinks are being disavowed in the list and want to do an audit but wondered if there was a tool I could use that could give me some high level stats on each of the domains in the Disavow? Ideally, I'd love to be able to drop a list of domains into a tool that can tell me PR, DA, Spam Score, Citation Flow, Trust Flow in an exportable table. Does such a tool exist?

External Backlinks - Should I remove/disavow external blog posts done by SEO company?
Last year my company hired an SEO company to build backlinks for targeted achor text keywords. It turns out that they wrote average to below average blog posts that had content related to my business, but that were placed on odd websites, not related to my business. They did this for about one year before I fired them. Should I try to get each of those blog posts removed and then disavow them? If the external links back to my site are nofollow then it is my understanding that I don't really need to worry about them...is that accurate? Is it too risky to keep any external backlinked content alive when it is on a site that is unrelated to my business?

Google to devalue guest blog links?
There's a lot of talk at the minute about google possible devaluing guest post links. I wondered what people thought of this and whether it is likely to happen? If it does happen then how will google identify 'spam' guest posts and links? I guess it's fair to assume that if the post is well written, autoriative and adds value to a site with a knoweldgable perspective then it will be counted? It can be very hard to define how google will define a 'quality guest post'? Any ideas? Do backlinks take effect as soon as they are crawled?
i have got 3 really good backlinks to a site of mine in the last month, however they have had no obvious effect yet. they are dofollow, all from county council websites, and I can see the backlinks in webmaster tools. does this mean that their seo affect has already been applied?
