Lowercase Rewrite in web.config. Strange behavior.

So I am trying to implement a lower case rule in my rewrite section and I am using the same snippet below that can be found all over the web.
The lower casing of my url works fine but it adds my domain name into the URL for reasons I can't explain. so this www.SomeSite.com/Upper.aspx become www.somesite.com/somesite/upper.aspx
I removed all other rewrite rules but this one and still it happens. Has anyone seen this?
My server is IIS 7
<match url="[A-Z]" ignorecase="false"></match>
<action type="Redirect" url="{ToLower:{URL}}"></action>

I am not sure why but it seems that my problem was cache related... I went to work and saw that my urls were rewriting just fine. Sorry I didn't get back to this thread for so long.

You may need to be more specific in your query, e.g.
<match url=".[A-Z]." ignoreCase="false" />
Instead of:
<match url="[A-Z]" ignorecase="false"></match>

Panda and Large Web Presence
I'm experiencing some recent significant drops in rankings across the board for a client of mine and I suspect that it's probably related to Panda. Their internet presence features completely unique, useful, well written content by certified industry experts. Further, all content is of proper length and again serves a core purpose, providing helpful information to their viewers. Where I think things potentially go wrong is that they have around 20 micro sites in operation, including multiple web 2.0 blogs. There are also multiple sites in operation that target more specific areas of the same city. Again all of the content is unique, but they all feature content that's of the same industry and broad topic. Despite everything being 100% unique, I fear it's too excessive. Anyone know if Panda may target this type of approach even if the quality and uniqueness is appropriate?

Internal Blog - Embed Categorized RSS Feeds into Site Web Pages
I am thinking about additional ways to repurpose blog posts through out my website. I have a blog - http://www.domainname.com/blog I would like to use the blog categories, which are aligned with the site structure, and create on-page RSS Feeds for my regular web pages. Anything here that might not be good for SEO? Thank you

My site has a "Reported Web Forgery!" warning
When I check my bing cached page it comes up with a "Reported Web Forgery!" warning. I've looked at google web tools and no malware has been detected. I do have another site that has a very similar web address jaaronwoodcountertops.com and jaaron-wood-countertops.com. Could that be why? How do I go about letting bing and or firefox know this is not a forgery site?

Having both <title>and <meta name="title"...> on a web page?</title>
Hi All, Client of mine using reversed Meta Tags format in their website and Honestly i never saw such Meta Tags formats. In my opinion having 2 Title tags and wrong reversed description tag is not correct and the needs to be removed, and other tags need to be changed,too But they said that it probably doesn't make a difference because they don't think it affects search engine results and won't remove it just based on opinion. Because weird thing is Search Engines are apparently able to index them. So should i persist on correcting them or just hope for the best and ignore it?!?!?! Thanks!
