Thoughts on creating a resource/recommend links page in order to attain links?

Hey guys,
Just wondering, how does Google view reciprocal link building nowadays? I've heard in the past that it's something that Google isn't particularly keen on. However, more recently, I've also read that - as long as the links are decent (and in moderation) - link exchanging is by no means a bad thing.
The reason I ask is that I'm thinking of creating a "resource/recommended links page" for a client of mine. Because of their industry, it's really apparent that attaining links is often only possible if there is the opportunity of a reciprocal link in return. Therefore, I'd need to have a resource/recommend links page of my own.
Is this something I should go ahead with to make it much easier to attain links? Or should I try to avoid reciprocal links and attempt to pinpoint one-way linking opportunities - even if they're thin on the ground?

I would lean towards no. Yes you can probably get by doing it lightly, but the benefit would be minimal and not worth the risk. It is considered an unnatural link building tactic.

AllTop Linking Me to Other Sites Feeds, Webmasters Reporting Lots of Broken Links
I submitted my blog to All Top awhile ago and something seems to be wrong with their feed. They're sending people to mysite.com/truth-o-meter.com/this-is-a-post. It's not just truth-o-meter either. I'm getting links that are supposed to go to all kinds of political blogs. As a result, I'm getting a ton of broken links reported on Google Webmasters. I couldn't find any real support option on alltop.com, and when I log in, there are no sites for me to manage. Instead, I resubmitted the site with the correct feed address and in the comments, I mentioned the problem. All I got was a message saying the site was rejected. I believe because I already added the site. But I'm thinking they didn't pay attention to the comments. (In fact the message may have gone through an auto-filter considering how quickly it was rejected.) Is there a way to solve this? Is this a situation in which I would use the disavow tool? If All Top continues to create bad links, how do I stop the issue once and for all? Thanks!

Spammy Links in MOZ but when I go to the external link I can't find a link to us
I was going to try to contact webmasters to see if they would remove some of our spammy links. I see alot of them in MOZ but when you go to the site our anchor text is not there. Is this good? How often does MOZ refresh external links. http://www.business-baltics.com what would you change in terms of on page seo? Should all categories have a longer introduction text + an image that reflect that category? Most companies don't have any text in their profile for example: http://www.business-baltics.com/baltmar-trade-ou-503456 All content is paid (if they don't pay they don't get a chance to introduce themselves) ... how would you improve the rankings of companies like that? By the way I cannot change that, it is the company policy. Should we make a chance for people to "vote" for a company that google would have the stars next to all companies. 1 Domain - 2 Links Pointing to 2 Different Pages
Hi Guys, I wonder if you can give me any pointers: We have an exact match domain name that is ranking #5 for our main keyword and is getting some good traffic through the site. We have just created a landing page for another keyword with fresh content that will be updated every week. The question is, I've been building links to my domain name and I'm just wondering if we built another link from 1 of the sites we already have a link on and point it to this new landing page would this help it rank better or not? What are your views on link submitters / directory submitters?
I have no real opinion on them to be honest, I don't really have any experience with them personally: eg: http://www.fastdirectorysubmitter.com/downloads.html http://www.thelinksubmitter.com/ http://www.dumpblaster.com/ I presume they will be negative or a waste of time?
