Hreflang Tags with Errors in Google Webmaster Tools

Hello,
Google Webmaster tools is giving me errors with Hreflang tags that I can't seem to figure out... I've double checked everything: all the alternate and canonical tags, everything seems to match yet Google finds errors.
Can anyone help?
International Targeting | Language > 'fr' - no return tags
URLs for your site and alternate URLs in 'fr' that do not have return tags.
Status: 7/10/15

I did get that email this morning but my issue is that those issues are really showing up in my GWT (see attached picture to my initial post).

Multiple H2 tags
Is it advisable to use only one H2 tag? The template designs for some reason is ended up with multiple H2 tags, I realise if any think it's that each one is that are important and it is all relative. Just trying to assess if it's worth the time and effort to rehash the template. Has anyone done any testing or got any experience? Thanks

Ranking drop for "Mobile" devices category in Google webmaster tools

Should I set a max crawl rate in Webmaster Tools?
We have a website with around 5,000 pages and for the past few months we've had our crawl rate set to maximum (we'd just started paying for a top of the range dedicated server at the time, so performance wasn't an issue). Google Webmaster Tools has alerted me this morning that the crawl rate has expired so I'd have to manually set the rate again. In terms of SEO, is having a max rate a good thing? I found this post on Moz, but it's dated from 2008. Any thoughts on this?

Hreflang tag on links to alternate language site
Hey everyone! In the interest of trying to be brief, here's the situation in my favorite form of communication, bullet points! Client has two sites; one is in English and one is in Japanese Each site is a separate URL, no sub-domains or sub-pages Each main page on the English version of the site has a link to the homepage of the Japanese site Site has decent rankings overall, with room for improvement from page 2 to page 1 No Hreflang tags currently used in links to the Japanese version from the English version Given that the site isn't really suffering for most rankings, would this be helpful to implement on the English version? Ideally, I'd like each link to be updated to the corresponding subject matter of the Japanese, but in the interim it seems like identifying to Google that the link on the other side is a different language might be helpful to both the user and to maybe help those rankings on page two creep a little higher to page one. How concerning is a message from Google about an increase in server errors?
In the past few weeks I have started getting messages from Google webmasters about an increase in server errors. According to our r&d team these messages come at times our site has been down and Google is not an accurate measure of the site health. 1 - are they correct and is there a better tool to be using? 2 - could be harmed that Google is occasionally running into this problem..that is then fixed within a few hours? Thanks!

Multiple Google+ Local (Google Place) under one email address
As a automotive dealership group, we have 15+ business listings set up under one Google+ local account. Google+ Local (Google Places) offers the ability to upload a data file for 10+ listings, so we've kept all listings under one login for efficiency. Is there any specific local SEO benefit or any general benefit at all to having each business listing set up under their own separate email address?

Tool to calculate the number of pages in Google's index?
When working with a very large site, are there any tools that will help you calculate the number of links in the Google index? I know you can use site:www.domain.com to see all the links indexed for a particular url. But what if you want to see the number of pages indexed for 100 different subdirectories (i.e. www.domain.com/a, www.domain.com/b)? is there a tool to help automate the process of finding the number of pages from each subdirectory in Google's index?
