Where would we get the most bang for the buck? Fresh Content, Internal Links, or Schemas & Metatags

We cannot change the content on our website.And we have a lot of it.
Where would we get the most bang for our buck:
- Adding lots of fresh content;
- Linking Content Internally in ways that make the relationship between the content more clear;
- Creating schemas and metatags for the content.
Or something else that we haven't thought of. Our content is not really conducive to social. It is legal information.

Great content is extremely valuable. Poor-quality content will harm your site in the Google rankings. Average content isn't worth much.
- Linking Content Internally in ways that make the relationship between the content more clear;
This should always be done.
- Creating schemas and metatags for the content.
Sarah Palin would ask if you are putting lipstick on a pig. If you have a pig then this is a waste of time. If you have great content then it is worthwhile.
My choice is add lots of fresh content but it has to be really good or you are wasting your time.

Why Links from Top Level Domains doesn't Pass Link Equity?
Hello, I have a doubt about Equity-Passing links report of OpensiteExplorer.org According to Sam Weber http://moz.com/community/users/432678 links which pass value from one page to another including followed 301 and Meta refresh links are under Equity-Passing links. I am surprising after looking at the links report generated by opensiteexplorer.org. Most of the article and directory links which have low DA and PA are under Equity-Passing links. Whereas websites like EzineArticle or Articlebase which have good DA and PA are not found in either Equity-passing links or under only nofollow category. Please suggest me if the report of Opensiteexplorer is not good enough or the links from the site like Ezine Article doesn’t pass the link equity. Thanks.

Nofollow internal links
Hey Moz friends, Need some advise of yours. Trying to add new products and content to my website regularly(nowadays a bit more) to be able to have more internal links and attact the visiters. Figured out most websites dont use nofollow internal links. Are we doing something wrong? this internal nofollow links are affecting the anchor text i assume. Any advantage to make that links follow? How to explain to a client that link building doesn't get fast results?
I started doing link building for a client 1 month and a half ago. This includes submitting to free directories, social bookmarking sites and also writing and submitting articles to free article websites. Since I only use free and non-paid websites, it doesn't get approved instantly and many links I submitted are still pending review. Now the client is getting all nervous because he doesn't see a ROI regarding my work! I tried to explain to him that link building is just a piece of the cake and especially using non-instant approval free directories, it can take up to several months for each link to be listed (if listed), so it doesn't have instant results! I'm also trying to convince him that he needs to create more engaging content on his website, and also invest more on social media in order to get non-solicited links. I'm really annoyed with this. Can you SEO guys help me explaining to him why he doesn't see a great ROI with just 1 month and a half of link building and why his website's Moz Rank and Moz Trust decreased and that's normal to happen!? Why aren't links to my site from YouTube showing up in my link reports?
Our company is paying for a service to create hundreds of videos/month for us with links back to our primary domain. If I go to YouTube I see the videos with the links, but YouTube does not show in my link reports. Why not?

Publish content on current domain for content boost or new domain for links?
I have about 1000 unique and organically generated articles. My quote compare business has had briefs submitted by clients for over two years. The content has only been accessible to registered members. I want to polish it ASAP. Is it better to publish the content on the existing website in a sub folder or set up a new website to publish the content and have every article link back to the main website? Content is around 300 words x 1000.

Using an SEO Agency to build one-way links for you via link exchange
There are a number of SEO agencies which offer link building as part of their SEO offerings. I believe they build one-way links to the client site, by offering another link in exchange to the liking site. So, if the client site is "C", and link is being requested from site "A", the site "A" owner is offered a link from site "B" in return. Is this a good and/or recommended practice?

So I ran into a site that was not ranking 4 days ago and has over 2 million links to it on some keywords. My guess is this is a link bomb, but the issue is this is pushing one of my sites down. Does anyone know a good way to over come a bomb like this?
So I ran http://www.riogrande.com/ into this site not that long ago and wanted to see if any other SEO's have an opinion on it. I've seen a Google bomb before, but the amount of links going into this URL is insane. The thing is how does one over come a Google Bomb? Do you just wait to see what Google does or do you just hope to rank under that URL? I should also note that it appears that all the keywords to it are relevant to the sites content. Let me know your thoughts. Thanks
