What are the most valuable links a new website can get?

When you are starting an SEO project for a new website (or an old one with few or worthless links) where to you start? What are your basic "get the link building started" link sources?

For me I think the most valuable links are:
1. one way links from relevant websites (blogs, forums, etc)
2. one way links from social bookmarks and being re-tweeted!

What is your site about? Is it local in nature? With these questions answered, you have a good place to start. If your site is GEO limited, say in a State or City, then look into forums, blogs, and sites dealing in those locations. Getting links from local sites really helps Google see that your site is local to that area.
If your site is about photography (my personal love) then find relevant sites and get links from them. Perhaps you can reply to blog post with a link to your site in your signature area. (warning: if your post are just 'visit me', then you may be banned from the site. Have something important to add).
I really like reaching out into the local community as these people should be more receptive to you because they may know you or at least have some connection to you being neighbors.
You can also start getting links from directories as these are easy and cheap, but not often great authority.

General rules:
Look for sites that are relevant, have high PA, and allow for custom anchor text.
Blogging and Guest Blogging are great also. People love to link to great content so blog away. Give a different slat to your content or include information others do not have. If your site is not popular yet, guest blog for others which will allow for links back to your site. Of course you want to market these blog post by putting them on Facebook and Twitter.

Thanks for your reply, Mike. I've been monitoring HARO for a couple weeks now and I haven't found any requests that work for my clients. I love the idea though and will continue to watch for opportunities.
We're working on a wikipedia page currently (already blew it with them once for creating a page with content that was too self-promoting - lesson learned).
I posted a question a couple days ago about getting local DMOZ listings and was reminded that this is easier said than done. I was able to get DMOZ listings easily up until about 3 years ago when the whole organization seems to have fallen asleep.

dmoz.org is a good place. Human edited. Submission process takes a while.
wikipedia.com if you have a relevant site to some article listed there.
industry-specific sites relevant to your site.
A few links from each of: article marketing, social bookmarking, guest blogging, forum posting (even a few no-follows is okay; looks natural).
I've been responding to HARO requests with good luck (www.helpareporter.com). Journalists post stories they're working on and you can respond as a relevant source (if you are relevant). Major media outlets use it. I've gotten several PR6+ sites to link to me because I was quoted in some story one of their journalists was working on. It's time consuming to create meaningful responses to their inquiries, and there is no guarantee they'll use anything you send them, but if they do it'll probably result in a high quality link.

Effects of a bad link linking to a image
i am getting a lot of links from wallpapers sites.. One person has created 1000's of similar sites that are linking back to my images. My guess is images do not pass link value positive or negative. But I am not sure what the potential effects would be. Does anyone know who linking to images might effect SEO especially when there coming from horribly low quality auto generated sites.

Getting a sitewide links from one domain as oppsed to few links from certain pages, a good, bad or horrible idea?
Hello, I have a website that is performing really well in Google for country specific Real Estate Website. I have had this site for just about 2 years and I have 4600+ indexed pages, and about 50 of my main keywords appear in top 10 results on Google. I have now started a second site with a brand new domain, its only about 2 months old. This one is a Travel website and again its country specific (same country that real estate website is performing well in) and since its still building up the content and has barely a couple of backlinks, I am thinking of adding a linkback to it from my Real Estate Site. Is it a good idea to add a site wide link back from header section of the real estate website to my travel website? Both sites has same country and most of the keywords in both relate to this country. Or will I be better off adding a few text links from few pages with best Page Authority? Or - do you suggest that I do not link the two at all? Both sites are hosted on different servers, with different IP's and one is on windows server created in asp.net while another is a magento site. Any advidce / insight will be much appreciated and thank you in advance.

No-index tags-Can they be used in internal linking?
On my site http://villasdiani.com I am using yoast seo plugin and have I am using tags to organize category with villas on self-catering, full board etc but I have them set no-index as I believe they would create only duplicate content for the categories. Is it still ok to use this tags for internal linking? Example: I have a post in my blog which links to category Beach Villas(they are set to be indexed) and I would like to add option also for self-catering villas itself, which is a tag(set no-index) I am not sure if I am getting this right. How long before a new dmoz Will get picked up?
Hi all, I have a site which I've been trying to get into dmoz. It's taken approx 2 years and I went back recently to submit it and it was there. I hadn't submitted for a few months so can't be sure when it went in. Is there a way to get google to spider that category again so it gets picked up quicker? The site is www.nutritionmission.co.uk and wasnt showing up in my search explorer results yesterday. Thanks for your time Ian.

1 million links can harm your site?
I have a client that bought a link for his site on a non related site with the anchor text for main KW. That site brought over 1 million links to my client's site. Now what should i do? Should i let the link there? Or should i remove it? The age of the link is more than 1 year, and the link is placed in top menu, under the header.

Can link juice be passed in an iframe from domain A to domain B
Need to give our web partners our booking form which must be loaded in an iframe calling back to our domain. Is it possible to pass any link juice from their domain loading our iframe back to us. Was thinking of a "Powered by" text link in the form footer, but I'm guessing the link needs to be outside the iframe. Would love to hear any thoughts or workarounds on this.

Right now I train my interns and new hires on 5 techniques: 1. Appropriate blog commenting the right way 2. Saving social bookmarks 3. Submitting a website to a directory 4. Publishing articles with links 5. How to build up, maintain and use a Twitter/Facebook/Digg/StumbleUpon profile for SEO Are there some other lower level link building tactics you have tried to teach interns or new hires?
