Moz spam score 16 for some pages - Never a manual penalty: Disavow needed?

Hi community,
We have some top hierarchy pages with spam score 16 as per Moz due to the backlinks with very high spam score. I read that we could ignore as long as we are not employing paid links or never got a manual penalty. Still we wanna give a try by disavowing certain domains to check if this helps. Anyway we are not going to loose any backlink score by rejecting this low-quality backlinks. Can we proceed?

If they contain anchor text or are obviously trying to game the system by boosting rankings you definitely want to remove them, but you need to have a good eye for these things. just because spam score is high doesn't always mean its spammy. look into why moz thinks its spammy.
Give it the smell and look test. if it looks fishy, then its fishy.
If you only have your citation listed with a www link you don't have much to worry about.

First of all, remember that the MOZ scores are not used by Google.
All MOZ scores from SPAM score, to PA and DA are arbitrary scores used by MOZ to allow you to compare your website to other websites. Even then they are really only useful when comparing against websites in the same niche.
Yes the scores given by MOZ are useful as a measure to see progress, but I repeat they are not used by Google.
If you have a number of bad backlinks and you think that Google is penalising your rankings because of these links then feel free to disavow them. I would suggest that you make sure you are only going to disavow bad links though.
Again keep in mind that Google seems to be getting better at realising links from certain types of sites are Spammy and ignoring them.
When building backlinks you should always use a natural approach that means your site will gain and lose backlinks at a sustainable rate and you should never pay for backlinks.

Our ranking as not returned after penalty, Why?
Hi, We have had a Google action against us for over a year. After many "SEO Company's" we found someone who help us remove (December 2013) the action. Which was due to our bad back link profile. We have 100% improved our content for our website, as Google has requested. We are active within social media, we add relevant content to our blog and we clean up our desk after we finish work 🙂 After looking at Moz tools we have great results, sometimes even better than our competitors. But we are still not getting or improving on our traffic, if anything its decreasing. Is anyone else in the same position? or has anyone recovered from a similar situation? Josh

Subtle On-site Factors That Could Cause a Penalty
It looks like we have the same penalties on more than one ecommerce site. What subtle on-site factors can contribute to non-manual penalty, specifically rankings slowly going down for all short tail keywords? And what does it take to pull yourself out of these penalties?

Do I need to undo a 301 redirect to dissavow links from the source domain?
A client came to me after being hit by Penguin and had already performed a 301 redirect from site A to Site B. Site B was subsequently hit by the penalty a number of weeks later and we are planing on performing link removal for Site A. Only the webmaster tools account for Site B exists, none is still available for site A. I assume that I cannot dissavow links to site A from Site B's webmaster tool account (even though website A's links show up in the GWT account). So do I need to undo the 301 and then create a new GWT account for site A in order to disavow the links pointing to site A, or can I submit from Site B's GWT account since they are 301'd to site B? For one of my sites I am working on I outsourced SEO about 3 years ago. One of the "tricks" the SEO used at the time was to pay for several Blog posts to be "sponsored" by this web site using exact match keywords for the domain. 1 Where do I look to determine the spammy links pointing to this site? 2 Have you had success getting rid of these bad links?

User comments with page content or as a separate page?
With the latest Google updates in both cracking down on useless pages and concentrating on high quality content, would it be beneficial to include user posted comments on the same page as the content or a separate page? Having a separate page with enough comments on it would he worth warranting, especially as extra pages add extra pagerank but would it be better to include them with the original article/post? Your ideas and suggestions are greatly appreciated.
