SEO value of home page links

I was looking at the website peak7.org and there are links on the homepage that rotate at the bottom. Do such links have SEO value even though they are not static text links? Are they still counted as links by Google if they are in that rotating carousel?

If google and the user can see the link, it is a link wich can pass value. No matter if it is rotating, spinning arround or doing other crazy stuff. This is not crazy stuff, just a carousel.
And SEO value? These are sponsered links, like the headline above says. Ok there is not a rel nofollow /sponsor, but I bet it is not much value they are passing (if any). But not because of the carousel, because they are sponsored. Thats obvious for Search Engines.
Pro Tip: If you think about a link, start to think about the value for you, your users or the users seeing that link, not the value for SEO or how much that link could boost your ranking.

Internal Links - First Link Rule Confusion
Hello All - I would like to create a guide for my team of rules for internal links and I could use some help. My understanding is that Google only counts the first link to a page, so any crafted keyword text links within the content do not count if the page in question is linked to from the main navigation. Is this correct? For example, if the menu or drop down menu in main site nav (which exists on all pages of the site) includes a link to a particular section that will be the only one that ever counts since the menu is on every page? Example: let's say a website selling cat toys includes a drop down menu on the homepage with links to "holiday cat toys". Does this mean that no other text links in content on the site will support that page from an SEO perspective since the link is in the main nav and will always be the first one counted? In the past we have added text links in the content on the homepage to important pages on the site. It seems to work, though now I'm questing these tactics based on the first link rule. I would appreciate some advice, clarification, thoughts, etc. Thanks!

I am looking at the links to a competitors site and they have a ton of links from things like this http://www.directoryws.com/ Is it worth submitting to something like this? It has a 58 domain authority from Moz.

Are the following considered bad links for Link Building.
I've been doing a lot of research lately on link building & I've read a lot about having a diverse amount of links. Social links, Blog links, comment links, footer links, No follow links, Directory links as well as links with Anchor text URL match, brand match, partial brand match, non-descriptive, and with keywords. But there is a lot of talk of removing those links that look like a site that's built just for link building purposes.... but Directories are basically built for link building are they not? I'm wondering if anyone can tell me if they feel links from the following directories would be bad links. Can I Boost Ranking Linking off Pages internallly?
My domain authority is relatively low, but my right now my homepage seems to have the highest rank. If I place a few internal page links on my homepage, would this boost ranking on internal pages? Or would it pull juice away from my homepage? Using the Seomoz OSE I see alot of my competitors using this type of strategy linking internally. Also would using breadcrumb links benefit me in anyway? Do VigLink links get indexed, and then pass SEO juice to the merchant?
You can find the service at viglink.com, they do dynamic linking to anchor text for participating publishers on a cost-per-click basis. Less interested here in the conversion quality and more interested in the broad SEO value. Any ideas?

Links to commercial pages vs resources.
My company has a number of resources pages that are garnering links from external sources. It won't be long before these links outnumber the breadth and the quality of links to my homepage and commercial pages. Does having a lot more links to the resources pages risk unbalancing flow of PageRank around the site? What I want to avoid is a situation where my homepage has a lower PR than my blog/resources, or people searching for relevant terms getting directed to my blog/resources (with many high-quality links) than to my commercial pages (which will have fewer).
