Broad match Vs Exact match

This may sound a little basic, but i'm going to ask anyway.
On Googles keyword tool Ive always used broad match, knowing that they are never 100% accurate, and obviously inflated by other SEO's searching for their keywords, but used it all the same to get an idea of global monthly searches and potential targeted traffic.
I have seen recently, on SEOmoz, and a post fromJill Whalen not long back, that unless you change the match to "Exact" your data is useless?
Could somebody explain why this is the case?
My initial thoughts were, a search for SEO on broad shows 6,120,000 per month
Yet a search for the same keyword in exact match shows 673,000 per month.
I had presumed that the broad match would include "learn SEO" "What is SEO" etc etc, where as 673,000 just search exactly for SEO. Is this correct?

For me using exact match is useful when managing expectations (yours and your clients') for that particular keyword / phrase only. On a broader research stage I may use phrase or broad. It's all useful in its own way.

hi guys I'm currently trying to optimize a site for 'Recruitment Agency North West' when I enter his term into keyword planner it gives me no results for the exact match, but offers me figures for 'Recruitment Agencies North West' Am I to assume that nobody has ever searched 'Recruitment Agency North West'?!!! and that I should be focusing on 'Recruitment Agencies North West' as my main key phrase? Keyword Research Local vs Organic
I am curious what tact people take when doing KWR for a local business where regional keywords are important, for example 'Dallas Family Dentist' vs just 'Family Dentist'? It can be challenging to consistently create content for these regional keywords without looking spammy or akward in the wording of titles and copy. Plural vs singular keyword usage - on-page optimization
The on-page report card appears to include both plural and singular versions of keywords in reporting the keywords within the body, which results in a keyword stuffing warning. My question is, is it truly keyword spamming to use over 15 instances of a keyword that is spread across plural and singular versions of the keyword? If keywords are lumped together this way by Google's algorithms, why do pages rank differently for singular and plural versions of the same keyword?

What do you consider a good Global Exact Match for a key word?
The following article implies that 2,400 isn’t bad……Quote from second to last paragraph of #2: “The real problem comes when you choose to target a keyword like 'ladies leather handbags' which has a broad match search volume of 2,400 but an exact match search volume of only 260” http://www.seomoz.org/blog/6-keyword-research-mistakes-you-might-be-making I like to keep mine under 50% competitive. For one site which is in high competition market (as far I can see) has SEO irrelevant brand name domain, a primary key word at 51% with 2900 Global EM for page name with a secondary keyword at 44% and 590 GEM. Another site with primary domain and keyword at 50% and 1000 GEM with other keywords between 40% and 50% and GEM’s of 1300 (also a page title), 1900 (also page title), 1000 (also a page title), 2400, 5400, 14800 (niche I might work on later), 1000, 1900, 4400, 3600, 5400, 1600, 3600 (also a page title), 1300, 1000, 2900, 1300. SEO won’t be my only approach but within my competitive capability I think that’s the best I can get. So, wondering what your thoughts where on a good Global Exact Match?

Search Volume vs. CTR
Is it better to optimize based on search volume or click through rate? For example: If a keyword has a CTR of 19% and only 3,000 monthly searches, while another keyword that is relevant to that page has a CTR of 0.7% and 20,000 monthly searches, which keyword should that page be optimized for for better natural results and the bottom line?
