Group of small business owners links to each other. Do they get slapped for Private Blog Network?

I realize this is a far cry from BuildMyRank. But say this partially hypothetical groupl is a business chamber of commerce group. 30 businesses with modest sites (few links). They do their best to consistently exchange links back and forth. Nothing to abusive and some relevancy with respect to anchor links (lawyer give the accountant a plug when discussing minimizing taxes on his blog).
Are these "little guys" heading for trouble? If not, when do you cross the line and face BuildMyRank type issues?

If you look at the kind of crappy sites BMR was putting up, and compare that to 30 legit business websites, you'll realize that no, nowhere near the same amount of risk is involved.
Nakul is right though, just make sure it's part of a wider link building strategy.

I really like Nakul's idea for this.
If I was in such a group I would only have guest bloggers who are writing on subjects that are tightly related to the theme of my site and make a genuine and logical contribution to the content from a visitor's perspective.

The problem with a network is that it eventually creates patterns. So if you think about BuildMyRank network of sites. Let's say they had 1000 Blogs B1-B1000. Now let's say they have 100 clients buying 10 links each C1-C100. If you graph it out, you'll notice the links will develop a pattern, which is fine (to some extent).
The problem lies when the content is completely unrelated to 1 another within 1 blog. Also, every blog post is linking to atleast 1 external site. Further, a network that size would certainly have some level of overlaps in terms of Web Hosting, IPs, Class C's, Domain Registrars and so on.
When you do it only to tweak search results (and we all know we need links to rank), it always contains some element of risk. However, I would suggest you do it more with Brand Keywords rather then exact match with your keywords. So if it's ABC Law Firm you are linking to, let it be ABC Law Firm as the anchor text vs Los Angeles Personal Injury Lawyer. Mix and match, maybe even nofollow them. And as I have said several times in my posts, don't overdo any 1 kind of link building. A natural link profile consists of 100'd of different kinds of links, varying anchor texts and so on.

Internal Links - How to Increase them, Categories not being considered as Internal Links
Hi All: As per my understanding, Internal Equity Passing Links is a metric defining PA. Now my website has around 65 internal links while few of my competitors have more than 180 links. Is building a Link Network from scratch a good idea?
My SEO agency are suggesting that they will build a Link network from scratch by buying domains and building blog sites on them. All sites that link to my site would in theory be 'clean' and as we build up their authority we increase the value of the links to my site. One of the upsides is taht we would have complete control of all the links. This does sound a bit spammy but in theory could it work?

Cluster of outbound links on blog
Hi, If a blog has a section which contains 40 outbound links almost like a blogroll do you think Google looks at this cluster as suspicious? Could this come across like paid links to Google?

Linking to sites that link to porn or casinos, my site getting penalized?
I have some link exchanges with some sites to get web traffic but when i ran the bad neighborhood link checker, i found that one site links to some casinos and another site has one link to a porn site. Is this getting me penalized? should i remove the links to these sites? Thanks, Ron

I have created 5 model specific blog sites which deliver links to my core site.
I post about 500 words of unique relevant content weekly to each model blog site. Each week, seo smartlinks delivers keyword anchor text links to my core site with a 3% keyword density. I have been doing this for 3 months and my core site traffic is stagnant or slightly down. Is this a good practice since its relevant content, or am I writing for nothing? Also, am I in danger of over optimized anchor text?

I've recently signed an ecommerce client who runs their affiliate program through Commission Junction. If they were to bring their program in-house and eventually get all those affiliate links pointed to their domain, would those links be counted?
