Outsourcing Linkbuilding: Companies, Costs, Payment models

Hi there
I am looking at outsourcing linikbuilding to a new content site. I want to target one 3 word keyphrase to begin with, it has a keyword difficulty of 48% (moderately competitive) on Google US. Goal is to rank 1-3, the target page is well on-page optimised.
Here are my questions:

Are there companies that have performance based payment models?

Any rough guestimates on how much money is needed to get a page to rank 1-3 for a 48% difficulty level keyword? Over how many months?

Any recommendations for good companies?

In today's world, I'd be very hesitant to outsource my link building to company that will guarantee a top page 1 ranking for a moderately difficult keyword. There are so many other factors to take into consideration.
I'd also stay away from a performance based model - this may encourage the link builder/SEO to try various methods to get quick results. If you suddenly shoot up in the rankings with the usage of dodgy tactics, I wouldn't be surprised if your site took an even bigger drop a short time later. Google is really cracking down on webspam and problematic tactics, and I think you need to be a bit patient and let things go naturally.
Currently, I'd advocate guest blogging and other forms of organic link building.
Is the site currently ranking for the term? What is the backlink status of the domain? If you pay a link builder to optimize for one term, and neglect your branded anchor text and the backlink profile of the rest of the site, you can run into serious issues with the search engines that will be harder to resolve and will take more time and money than you had originally intended to invest.
Hope this helps - just to clarify, I'm all for link building and organic growth in rankings. I just think you need to take a larger approach looking at your whole site, its onpage optimization and its backlink profile.

International linkbuilding for an national company
Hi guys, Just wondering, what’s you take on doing international linkbuilding for an national company? In Holland there are very few websites / blogs / information platforms about certain niches. Let’s take SEO for example. There are a few marketing websites, a few SEO related websites but at an certain point my attention goes to what’s happening in America (on Moz for example). I think writing an YouMoz post is a great way to add something to the community. If that would reward an backlink, I’m all motivated to start writing! But does this help our rankings for Dutch query’s? I can see a lot of examples in which “the place to be” isn’t a Dutch website, but some big ass international forum / website etc. I would love to hear all of your opinions!

SEO companies, Backlinks and Trade Secrets
I have spent so much time investigating what it takes to move my domain up the ladder. I have so far determined good quality optimized website and I am almost done with that. MOZ Rules! If I look at Open Site Explorer at my competitors it gives me some of their backlinks... Some people say backlinks are not as important anymore. But If I am in a Vacation Rental business and I can get other websites/blogs with high PA to post some good content that I write to link back to my website this should raise my SEO? Correct. I am fortunate that online media assets always seem to have articles such as "The best destinations this Fall", "Getting away for a long weekend", etc...... In the past I have been contacted by writers/bloggers that wanted to trade free stays at my homes for an article.... back then I had no idea what a PA was, but now I can at least point MOZ at their website to see if it is worth it. I was also thinking about hiring somebody to do this.....My question is two part... Am I on the right track about building good quality backlinks from high PA with truly good content. I have been writing articles now for 30 days along with this other stuff and have probably 10 unique pieces plus another 20 in our recent blog... When SEO companies call me weekly they all say "we can get you to the top 3 placements in 60 days or other say 3 to 5 months or others say 6 to 7 months." Being a business person I ask, "How do you do it? and what tools do you use?" I never get a straight answer, because they say it is trade secrets..... or they say they use internal tools.... This kills me! I do not want to do this myself, be an SEO company I just want to know the process a vendor will use to raise my SEO. If they were to say I have contacts at these 5 major websites and I am going to get your content listed on these websites... I would say great. 4 years ago I paid a company monthly for a year who moved my domain name from 70 to 35 but that happened in the first 3 months and then nothing. And he would never tell me what they were doing... plus now I realize my site optimization was crap. Out of 10 keyword phrases, the highest I got right now is 32 and a new guy on the block is less than 10 and has less content and backlinks... I wonder once my site optimization is done will that really really help me. Is it too much for a SEO to tell me specifics! I have purchased MOZ, Authority Labs, Buzz Stream, SEO tracker, I am committed to this... I have 15,000 facebook page likes and 80 you tube videos, pinterest and twitter too... M

External Backlinks - Should I remove/disavow external blog posts done by SEO company?
Last year my company hired an SEO company to build backlinks for targeted achor text keywords. It turns out that they wrote average to below average blog posts that had content related to my business, but that were placed on odd websites, not related to my business. They did this for about one year before I fired them. Should I try to get each of those blog posts removed and then disavow them? If the external links back to my site are nofollow then it is my understanding that I don't really need to worry about them...is that accurate? Is it too risky to keep any external backlinked content alive when it is on a site that is unrelated to my business?

Linkbuilding URL Problem
Hi, I work for Perfectly Engraved. A lot of our links point to http://www.perfectlyengraved.co.uk/. However that address forwards to - http://www.perfectlyengraved.co.uk/ecommerce/scripts/default.htm. Should we ensure our links point to http://www.perfectlyengraved.co.uk/ecommerce/scripts/default.htm or does it not make difference?
