Can RSS Title tags be optimized?

I need to know if one can optimize RSS feeds to a particular Physical Location.
As an Example if my website has RSS feeds for Travel. Can I optimize the individual Title tags to Travel in Maryland, Washington DC, New York etc?

Your RSS title should match the titles of the content displayed in your web site's on-site view. While it's possible to have a programmer write a custom script to generate alternate titles, it sounds like you would want to have unique titles for every city you want to rank for, even if the content the RSS is delivering was not originally written based on that. So if my understanding is correct, that could cause problems and your site could be red-flagged for that.

Title Attribute Length + Use
Hi, Is there an optimum character limit for attribute titles like there is for meta titles? On my ecommerce site I am adding about 280 characters product category page headers to succinctly describe what the page is such as in the example below; MENS BRIEFS + TANGAS We stock a range of mens briefs from leading designer brands that offer popular cuts and fabrics such as mens cotton briefs. You will also discover styles that are a little more risqué for those looking for something more daring in sexy mens briefs and tangas. I have added the following [title attribute] to this header text (MENS BRIEFS + TANGAS)so it displays the following title attribute text when you hover over it. My intention behind this is so that it enables me to provide visitors with access (via assistive reading software or hovering their cursor over the header text) to a bit more information, which they my find useful [title attribute text] - Mens briefs and tangas. These are possibly the most common and long established style of mens underwear, yet they still come in a variety of cuts and styles. The common feature amongst all men’s briefs is that they have a full rear panel that partly or entirely covers the bottom. They will have cut away legs, a pouch at the front and are supported with an elasticated waistband. Briefs and tangas can vary in the amount coverage in the side panels around the hips and top of the legs and the rear. The more revealing and skimpier tanga style usually consists of only a pouch at the front that is supported with an elasticated waistband and a minimalist rear, with no side panels that exposes the hips.[title attribute text] Is this too much? Word structure on page optimization
My question is this. I have a scrabble dictionary site and I list a ton of words on the page. I removed then as links just in case Google might be thinking i am spamming, but could there be a difference in listing words like this word1, word2, word3, word4, word5 and instead like this word1 word2 word3 word4 word5 could the first way trigger Google that I am spamming?

To enter keyword meta tags or to not enter keyword meta tags?
I've been doing SEO for awhile, but new to SEOMoz. I'm surprised that SEOMoz does not recommend keyword meta tags. I didn't enter them for the longest time because I know Google doesn't care about them. However, I did read that other search engines DO use them. And therefore that is why you should have them. I teach my customers about SEO, and I know it would be much easier for them not to enter or worry about the keyword meta tags. However, I would love to hear opinions here. And to Bing/Yahoo put any weight into them or is it only really small search engines? Thanks! Hilary

Duplicate Page Title
Hi Guys, First off, it's an honour to be a part of this awesome community. I'm using WordPress and getting top 3 rankings for great keywords and I'm very excited, however my page titles are in this format "keyword optimised title here - site name here" eg: "This is my keyword - this is the name of my blog", "This is another keyword - this is the name of my blog", "This is a longtail keyword - this is the name of my blog" SEOMoz is reporting errors because of duplicate page title tags due to the "this is the name of my blog" being in every page title.
