A rating on report card - Massive drop in rankings (Is it Penguin?)

Hi All,
I would really like a second opinion on my current issue and I'd be very grateful for the communities knowledge please .
I have a been running a successful campaign for one of my clients, increase in natural SERP's, etc.
But since the 24th of April they were hit and hit hard and continued to decline now.
They had many top 5 listings for terms and now most are not in top 50 serps.
Openly I know they have a bad or not great backlink profile which was inherited from the past agency, but we're working on this using white hat techniques, contextual copy, brand etc.
The copy is a great, contextual and no where near spammy at all... Very nicely written, factual, etc.
What I don't understand is this
SEOmoz's On-Page report card gives an A rating for the target term which is also a secondary term but was ranking high.

Fall from grace is SERP 5 to 25 and still going down.
So the questions are:
1. Has this happened to you?
2. Could it just be down to their bad backlink profile which now needs much more attention?
3. Is this Penguin for sure?
4. What would you recommend?

Oh the pain of Penguin lol
Andrea, The page is setup perfect with no issues too.
I'm going to have to 100% call this a back link issue.
But I never thought that it would have this impact on my client.

I agree - and also look at any possible technical issues. if the on page is good, then most likely something else is afoot. I won't speak to if it was for sure Penguin because I don't want to speculate.
And what I mean by technical issues: is a page looking fine but registering a header check of a 404/500? (I mean via a tool like this: http://www.seoconsultants.com/tools/check-server-headers-tool/). Or is Webmaster registering an unusually high spike in errors? Those things can add up and have an impact, too.

Added a few paragraphs with header tags targeting a keyword and dropped immediately!
Hi all, Our website homepage doesn't contain much content associated with our primary keyword or product, it's mostly explaining our features. So we tried adding a section at bottom of the homepage which explains the about our services like "what is seo" and "how seo helps business". Can site blocked for US visitors rank well internationally?
Because of regulatory reasons, a stock trading site needs to be blocked to United States visitors Since most of google datacenters seem to be located in the US, can this site rank well in the other countries where does business despite being blocked in the US? Do U.S. Google data centers influence only US rankings?

Penguin hit | Immediate?
Last year we fell off google rankings fairly quickly (mid-2013), out of the blue. We thought it was Penguin; but after looking at Analytic data of organic google visits; there seems to be no drastic loss of traffic at any time. Our site's loss of traffic is a gradual decline, not immediately noticeable, as in this video (~33:00 minutes in ). If there is no drop in organic google traffic that's noticeable, can I safely assume our drop in rankings wasn't due to an algorithm update?

Website dropping from page 1google uk
Hi all, Firstly let me stress I am not really SEO minded, I know the very basics and that is about it. I am a driving instructor in the UK and have had my website (Wordpress) on page 1 for about 3 years now round the position 3 mark but for the last few months it has been dropping and is now right at the bottom of page 1 so no doubt a few more days and it will vanish completely from page 1 of google.co.uk . I was wondering if someone could just have a quick look at the page to see if they can see anything obvious that wouldn't be seen by me! The search term is " Driving Lessons Worcester " and the page that has always show on page 1 of google is .. http://www.passlee.com/driving-lessons-worcester.html I also had another site on page 1 for about 2 years which was www.drivinglessonsworcester.com this has also vanished to page 5 over the last 3 to 4 months. What really hurts is I made a website for another local instructor using WP and with similar setup to mine and that is now showing as No.1 on page 1 of google.co.uk!! So how is it the website I did for him is doing amazing yet mine is dieing a death when they are setup the same way but obviously different content! As I said I barely know the basics , I am sure a lot of you are thinking " Just go research " which I know I should and no doubt will, but I just wanted someone to have a very quick look to see if there was anything obvious! Did anyone else notice a DA Drop this week?
I have our site + 4 other competitors' sites in my SEOmoz campaigns and all of the DA's dropped by 1 or 2 points. Has anyone else noticed a drop this week? Two months ago, all of these websites also went down 1 or 2 DA points, then some of them came back up a point the next month. What's going on? Thanks

Not sure why my website traffic is dropping down late Oct 12. It showed a boost with the last Panda update in early Oct. Anyone know of a current update?

50% of my keywords just had a significant drop for no reason no changes?
I just looked at a report for one of my sites in moz pro and Improvement: 35 slots 35/75 keywords just dropped on google, I didn't make any changes recently Ranking Changes Improvement: 12 slots 12 Improved Improvement: 35 slots 35 Declined Many dropping 5 - 22 places! Any ideas on whats up, thank fully it didn't effect traffic, its pretty low anyways, but it has stayed the same... But still dropped to page 5 for lots of stuff. Strange. Did google just update or something? Thanks for any ideas.

How Do Geo Rankings Work?
I know that's vague, so let me specify. I recently got a client on the second page for a relatively difficult 2 word keyword. That is when the location is set to Chicago, Il in Google and private browsing in Chrome (so I'm not logged in). This is great because Chicago is the more important location (the client is located there and that's what his location is when he searches in Google). But when he goes home to the suburbs and searches, the ranking completely disappears. Why would he rank in a much more desired location such as Chicago vs a suburb way out of the city? Is that something you can control or target in terms of optimization? It's difficult trying to explain why this is happening to clients.
