Can Page Authority of a site be higher than its Domain Authority?

I own a website called Takeyourtips.com. While doing a search no Google, I found that the page authority of the home page (31) is higher than the domain authority (23). I was wondering if it's really possible because my understanding was page authority of a page is determined by its domain authority. Therefore, it the domain authority of a website is 23, none of its page could have a higher page authority.
Plus, upon consulting an SEO expert, I was told that neither Domain Authority or Page Authority of a page carries any importance as far as higher ranking of a website is concerned. Is this true?

PA and DA are just 1 of the many ranking factors for SERPS. DA not as much. Consider a blog you set up at wordpress.com. Your DA is 100 because it's a wordpress.com domain, but your page authority will still be 0. Will that DA help you out eventually? Sure, but to start, it's not going to make you rank that much higher. Perhaps that's why your expert writes it off as important.

For long term rankings they are great indicators, but as Conrel said it still doesn't guarantee anything, you still have to do some leg work.

Yes PA can be greater than DA.

DA can predict that you will have good rankings but does not guarantee it.

Best practices for marking up product pages on eccomerce site (SEO noob)
After analyzing the code on various competitors eccomerce sites I wanted to seek advice on best practices for marking up individual product pages for keywords and descriptions. My competition is all over the map as far as utilizing keywords and descriptions, some have few keywords while others have many and vice versa for descriptions. What is the best method for marking up product pages on an eccomerce site for keywords and descriptions? In addition, is it okay to utilize the same keywords for multiple products that may be under the same category? or is this considered duplicate content? On page SEO Strategy / What pages to use?
What is the best page to use for targeting your hard to rank keywords? On-Page Report Card: Whats up with the TITLE of the page?
Started to fix the SEO issues on a customers website. When I run a "On-Page Report Card" It says that the title of the webpage:

www.visbymaklarna.se/visbymaklarna.html Is "visbymäklarna - Ditt förstahandsval på gotland." But if I check in the source code of the webbrowser the title should be:
name="title" content="Vi är mäklarna på Gotland som sätter människan i första rummet" /> (Actually this is with special encoding for the swedish characters. The title in coded text is: "Vi är mäklarna på Gotland som sätter människan i första rummet") Anyway the title of the webpage source code and the title of what SEOmoz reports is different. Boosting page authority/rank by linking from blog
We're developing several blogs and I was wondering if it would make sense to periodically create blog entries that 'naturally' link to certain pages on the main site. For example we have a large amount of 'partners' across the country, and we wanted to do an interview series on the blog, and insert a link into the interview, such as "partner bob services the Boston area", or something more elegant than that. Would have have any significant impact on the 'boston page aside from the pass through traffic from the blog?"
