I am looking to hire an expert link builder who specializes in building very high-quality links and creating content that attracts links. There used to be a board on the site to post this to, but I cant find it anymore. What is the best way to find qualified SEO experts who are mozzers?

The SEOMoz list of recommended companies is a good place to start, some excellent companies on there. I would recommend SEOGadget (run by Richard Baxter), they're extremely good at what they do.

I will also recommend search your field , see the companies that rank up in strong keywords and see if you have a way to contact the company that did the SEO (usually they did it long time ago and don't serve this customer anymore so they can help) that's how i get most of my work and people already have the trust as they see what we can do.

I would probably go about this by searching all blog and youmoz articles relating to link building. Click through the authors profiles and see where they work. Also try checking the profiles of commenters who may have insightful remarks.
This approach lets you read their blogs or articles before you make a decision on who to hire, as well as familiarizes yourself with the various tactics they're likely to try, all the while ensuring it's only mozzers you're looking at.

I have a site for a local electrician that I just can't seem to get to move up the SERPS. I've tried everything form on-page optimization to local link building but It seems to always hover around position 11-17 for my keyword 'electricians grimsby' - which is not very competitive. Any advice would be invaluable.

Purchasing local domains for SEO
Hi, I'm considering buying domains to help build our SEO traffic. But, I'm looking for some advice on whether or not this can hurt us. For example, if our site is www.brandname.com and the site is all about online education, would it beneficial for us to purchase a local domain like education.boston.com and optimize with unique content so we can point back to our own site (if "education boston" is a high volume keyword)? my question is what are the best practices Post Penguin and Panda for anchor texts? I have heard info about using brand names, and not having duplicate anchor texts. But i'm confused; if its best to have brand names then likely it will end up being duplicate. Also is having no anchor bad? I have also heard that it is best just to use the website URL. It would be great if someone could clear this up for me thanks.

To hire a link building company.... or not?
I am doing a lot of the niche partnership link building but I am looking for a company to compliment some of my work in other related areas. Need some advice from the group. A couple of questions: 1. I'm looking for a company to acquire around 20-30 links per month. Not talking about easy directories or social links, but good (PR 3+) sites that are somewhat related to my business. Is that a reasonable request? 2. What should I expect to pay for this each month? 3. Any good suggestions on companies in the US. I am a small startup with a fairly limited budget, at least for now?
