Link package review and recommendations

Hello there,
I recently spoke to a contractor that offered me the following package, and i have to ask, in this post-penguin world, does it make sense to pursue this kind of linking? Or will it be considered spam. They said it's a manual submission process and they will 'do their best' to ensure that it's under a related category, but can't promise anything in regards to that.
What should i be requesting in this post-penguin world? How do i get quality backlinks that won't harm me given the current environment? Any help is greatly appreciated, here is the package info:
1. 900 links submissions = 450 Guaranteed One Way Theme Links - The links are built by manually publishing 5 Original Articles (500 words each) on 125 different article sites (each published article will have 2 back-links to your site). We can use up to 10 keywords and 10 different URLs of your site to build the links.70% of our Article Sites have PR 2 to 6, all with different C classes IPs.
2. 300 links submissions = 150 Guaranteed One Way Theme Links – The links are built by manually publishing 4 Reviews for your site from 4 different accounts (we can use up to 4 URLs of your site to link back) on 150 Social Bookmarking sites, 90% of the sites have PR 2 to 8, all with different C classes IPs.
3. 480 links submissions = 240 Guaranteed One Way Theme Links – The links are built by manually publishing 3 Original Press Releases on 35 Press Release sites(each published press release will have 2 back-links to your site). We can use up to 6 keywords and 6 different URLs of your site to build the links. All our Press Release Sites have PR 2 to 7 all with different C classes IPs.
4. 220 links submissions = 110 Guaranteed One Way blog links – These links are built by publishing 3 Original Blog Article (300 words each) with 2 back links to your site on 20 different free blog sites. These free blog sites are our sites (new sites with PR 0) which we are promoting to get the highest PR for them and your blog back links too.

Any company / agency / service organization that offers bulk links is deadly in today's landscape. Sure, some companies can sometimes still get away with mass manipulation. Expect any company that actually offers packages like that is almost assuredly going to cause you massive harm since companies that even have a chance of getting away with mass tactics don't advertise that way.

Buying a blog that already has links and authority
Hello, I hope all are well and keeping safe. I am about to launch a brand new website and am looking to get a slight boost of links to get started. I looked on Fiverr, but realise that this may not be the best option. I have found a blog for sale that matches with a section of my niche. SO have a couple of questions: 1. Is it still worth buying blogs and doing a 301? 2. If yes, would it still work if i 301 these to a category of my main blog? 3. According the moz tool, it has a spam score of 2%, I am attaching an image of the spam score from moz. Rank Drop Possibly due to links but no warning in GWT
Hello, We've been experiencing rank drop in all major keywords for the past 9 months. I've had different people say different things here at Moz about how backlinks effect rank drop. Brilliant answers, but different opinions. Nothing is showing up in GWT for this site. Here's the backlink breakdown: 72 linking root domains. 20 of those are blogs. These blogs have no backlinks in and of themselves, and were created originally as easy links. Not white hat stuff. Three additional root domains are still paid links in this profile, though all but one was made to look editorial. The one that doesn't look editorial has links sprinkled throughout their website, among other paid links. The rest of the linking root domains (49) are legitimate. Again, nothing shows up in GWT. We had 96 root domains last March but in March of 2013 we cut most of the paid links and half (20) of the blogs. This brought our ranking down immediately by 2 or 3 slots. We've been slipping every since. I would like people to speak from experience and let me know if you think the backlinks could be causing the ranking drop and what to do about it. Thanks!

Links from automated translations can damage the source?
I've a website dataprix.net composed by automated translations in diferent languages from original contents from another website, dataprix.com. Is good for dataprix.com to be linked by the contents of dataprix.net as the source of translated content, or could be considered by Google as a lot of low quality links and result on penalties for dataprix.com?

40,000 High Value Links - Sold?
I'm a developer spending ever more time on SEO for SMBs. I've never had cause to buy links. Not one bit. I've done ok. Until now that is. Now I am getting my arse kicked into last year. By, I think, a top SEO company. Really, you know these guys and they are whiter than white. But what they have achieved seems an impossibilty to me using white hat techniques. Maybe they are from another planet than me. Or maybe something else is going on. In six months they have built 40,000+ links. These are unbelievably high quality links in their thousands. Really top notch. Keyword rich anchors slap bang in relevant content on great, great sites such as newspapers, univertsities, government, corporate, charity etc. Nothing spammy at all. Amazing. I was skimming but I found nothing to question at all until link 800 which was a cloaked link on a well known review site's product page. But generally the high quality sustained. Gradually, some began to feel somewhat worked into the content, although worked very well. 2000 links in and there are still magazine and review sites, still page authority 40+. There are still local government sites at 10,000 links when the export file ends. I go dizzy at the thought of the remaining 30,000. How far down could this quality have gone? Gulp. I am in awe, intimdated...and a little suspicious. How on earth do you do that with a pure white hat on? Actually, whatever colour your hat - how on earth do you do that? Rand's position is clear. He doesn't do it. Other's are less unambiguous. Comments like "I do it, you do it, we all do it" go unchallenged. Even on a recent link buying question here on SEOMoz most comments say don't do it but one advocates "Paid, targeted, individually prospected links". Am I too suspicious - a fool trying to rationalise my relatively pathetic link building? Honestly, you should just see these links. Of course, maybe some of you have. 🙂 Come on, please don't tell these guys simply worked hard. But maybe that's the harsh truth I cannot face. I have to say I cannot see the site generating an income to pay for the man hours needed for 40,000 high-value, white-hat links but then what do I know. Tell me, what do you think: Is it possible to build 40,000 very high value links in six months using pure white hat techniques - or is there another way? Phil
