Link package review and recommendations

Hello there,
I recently spoke to a contractor that offered me the following package, and i have to ask, in this post-penguin world, does it make sense to pursue this kind of linking? Or will it be considered spam. They said it's a manual submission process and they will 'do their best' to ensure that it's under a related category, but can't promise anything in regards to that.
What should i be requesting in this post-penguin world? How do i get quality backlinks that won't harm me given the current environment? Any help is greatly appreciated, here is the package info:
1. 900 links submissions = 450 Guaranteed One Way Theme Links - The links are built by manually publishing 5 Original Articles (500 words each) on 125 different article sites (each published article will have 2 back-links to your site). We can use up to 10 keywords and 10 different URLs of your site to build the links.70% of our Article Sites have PR 2 to 6, all with different C classes IPs.
2. 300 links submissions = 150 Guaranteed One Way Theme Links – The links are built by manually publishing 4 Reviews for your site from 4 different accounts (we can use up to 4 URLs of your site to link back) on 150 Social Bookmarking sites, 90% of the sites have PR 2 to 8, all with different C classes IPs.
3. 480 links submissions = 240 Guaranteed One Way Theme Links – The links are built by manually publishing 3 Original Press Releases on 35 Press Release sites(each published press release will have 2 back-links to your site). We can use up to 6 keywords and 6 different URLs of your site to build the links. All our Press Release Sites have PR 2 to 7 all with different C classes IPs.
4. 220 links submissions = 110 Guaranteed One Way blog links – These links are built by publishing 3 Original Blog Article (300 words each) with 2 back links to your site on 20 different free blog sites. These free blog sites are our sites (new sites with PR 0) which we are promoting to get the highest PR for them and your blog back links too.

Any company / agency / service organization that offers bulk links is deadly in today's landscape. Sure, some companies can sometimes still get away with mass manipulation. Expect any company that actually offers packages like that is almost assuredly going to cause you massive harm since companies that even have a chance of getting away with mass tactics don't advertise that way.

Still Battling On With Link Profile Audit
I'm getting there, I can see the light! 🙂 I have covered one complete audit of the link profile and I am now going back over it looking at the links I had 'question marked' - I should have this completed by the end of this week and I will then focus on using DISAVOW for the links that I am really struggling with, the foreign sites that are in Chinese or Russian, the sites that have absolutely no 'contact us' information and have been privately registered (in WhoIs) I have come across this domain which links to our site about 8 times and although I cannot find any contact info I can't quite make my mind up, to be honest I would rather get rid of it BUT I'm trying to avoid taking the easy option of disavowing where I can; http://www.askives.com/ Fo anyone who has gone through what I am currently going through, please help me just this once and tell me 'should it stay or should it go'?! 🙂 Many thanks! Hi all, This will probably be a fairly simple question, however I'm unsure of the correct terminology to get a good answer via search. Some of my competitors have links in the comment section of highly respected websites, example of one occurrence on the mighty Wired: http://www.wired.com/bodyhack/2007/07/good-green/ Since Panda and Penguin I know Google has attempted to disregard any sort of link juice from such comment/forum spam - is this the case with comment links in sites such as Wired, as above? I'd like to hear that such comment spam actually harms the ranking of competitor sites..is there any truth to this also? I want to avoid all sorts of spammy approaches to SEO such as this - I've always been an ethical marketer, and would rather not stoop to these levels...but if they work and there is no chance of ranking penalisation.. Removing Unnatural Link Penalties
As soon as I began working in my current position at my current company I noticed my predecessor's tendency towards buying link packages from blackhat companies... I knew we were being penalized, and had to prove to him that we needed to halt those campaigns immediately and try our darndest to remove all poison links from the internet. I did convince him and began the process. There was 57% of our backlinks tied to the same anchor phrase with 836 domains linking to the same phrase, same page. Today there are 643 of those links remaining. So I have hit a large number of them, but not nearly enough. So now I am getting messages from Google announcing that our site has been hit with an unnatural link penalty. I haven't really seen the results of this yet in the keywords I am trying to rank for, but fear it will hurt very soon and know that I could be doing better in the meantime. I really don't know what to do next. I've tried the whole "contact the webmasters" technique and maybe have had 1/100 agree to remove our links. They all want money or don't respond.. Do I really need to use this Disavow tool?

Links In Blog Posts: 1 Paragraph VS. Full Article
Hey guys, I've been using an article network to post unique articles (not spun). Been posting 1 paragraph articles with 1 text link. Just wondering what the main difference would be if I were to post a full article with 2 or 3 text links vs 1 paragraph with 1 text link, besides the fact that you get more links and save more time writing only 1 paragraph. Will the full article with 3 backlinks improve keyword ranks more or not by much? Cheers!
