Best way to build links?

i want to build high piority links and some high pr one's. what tool should i use? i was thinking of using scrapbox.
any insights?
i already have 2 high ones from youtube and google +1

A great way to build links to your site is to first seek to understand what content your audience wants (especially influencers and linkerati) and develop that content. Then look for ways to promote your content to people who have sites and tend to link to awesome content. People are more likely to link to content that is tremendously valuable or relevant. Developing relationships with key influencers in your niche can help a lot. Look for ways in which you can help these influencers before you ask for a link. Remember it is a marathon, not a sprint!

Lot of new suspicious external links
I am running a small-language site and suddenly saw a lot of incoming English links in Moz Reports and Opensiteexplorer from various domains (the sites are in English, but anchor words are not). When I check the page sources of there is no link to the site (as there shouldn't). Any idea what is happening and what to do about it? Thanks for help in advance!

How can I recover from an 'unnatrual' link penalty?
Hi I believe our site may have been penalised due to over optimised anchor text links. Our site is http://rollerbannerscheap.co.uk It seems we have been penalised for the key word 'Roller Banner' as the over optimised anchor text contains key word 'Roller Banner' or 'Roller Banners'. We dropped completely off page 1 for 'Roller Banner', how would I recover from this error?

Competitors using unsavoury methods of link building. How to combat?
A lot of my competitors are using a lot of unsavoury/old-fashioned SEO methods to build links but are actually doing really well from it. A few different competitors are buying links in directories, using blogspam comments, forum posts, buying links in other places. The problem is, they all seem to be doing very well with it! What I've always been taught is that these methods are out and they could actually harm you - yet I haven't seen this happen to my competitors. Should I be using these spammy methods too or just concentrate on building quality content and high quality link building?

Are these links bad for my results?
In the past we have requested links on multiple directories. Since we have seen a mayor drop (60% in traffic) in results around the pinquin update 24-26th of April. Our results have been slowly getting lower and lower in Google. Is it possible to tell if these links are in fact doing my site harm? Before the 26th of April it was easy to see that the results where benefiting from the submission to those directories. We did not have any messages in webmaster tools and reconsideration says "no manual spam action taken". What would be the best strategy to turn this around and go up again? Are there tools out there to determine when a link linked to your site? I want to know when a link farm was done a site.
In Webmaster Tools I discovered that a client of mine with signed up for or hired another company to get links. The links are poor quality and from other countries, so it looks like a link farm was done. I want to know when they links were linked to the site, and not sure how to find that information out. Does anyone know how to find this out?
