70 Domain Names Point to 70 Nearly Identical Inner Webpages

I have a new SEO client; his website has never been optimized. There are 70 domain names involved with this one website. Each domain name points to an exact replica of the main page, other than the fact that a small content box has different info in it, and sometimes the header graphic is different. So, 70 webpages that are 5% different from each other and 5% different from the main page.
How badly is this issue affecting this website's ability to rank well, and what is the best way to solve this?

This issue that you're facing is quite common with franchise related websites as they follow one master template and just some localized content changes on each of the franchisee sites.
Each of the individual franchisee sites should invest in original content that separates it from the corporate site. Just having a 5% difference in content will not suffice and will do harm sooner or later.

Can Robots.txt on Root Domain override a Robots.txt on a Sub Domain?
We currently have beta sites on sub-domains of our own domain. We have had issues where people forget to change the Robots.txt and these non-relevant beta sites get indexed by search engines (nightmare). We are going to move all of these beta sites to a new domain that we disallow all in the root of the domain. If we put fully configured Robots.txt on these sub-domains (that are ready to go live and open for crawling by the search engines) is there a way for the Robots.txt in the root domain to override the Robots.txt in these sub-domains? Apologies if this is unclear. I know we can handle this relatively easy by changing the Robots.txt in the sub-domain on going live but due to a few instances where people have forgotten I want to reduce the chance of human error! Is thumbnail text crawlable/lists of product names considered as normal copy in terms of keywords?
On a page that lists products (thumbnail text repeating the same word when you sell variations of the same thing) and also has copy at the bottom, are the product names crawlable? Is it better to avoid repeating the keyword in the copy? Can you get penalised for it?

How bad is it going over 70 character for title tag length?
I know less than 70 is recommended. I am about to run a script to create some title tags and a few will be between 71-74. Is going just the few characters over ok until I can get in there and manually do them?

Apache Rewrite to remove page name extensions
If I use Apache Rewrite to remove my file extensions from my pages will Google view those pages as new? Do I have to also 301 redirect from the "page-name.htm" to "page-name"? I'd like to change my pages from html to php to make my life a little easier but I'm worried about losing link juice if I were to 301 on every page. Thanks -Brandon

Hello Team, I purchased a domain that's been around for a long time and I have built some decent pr to it. However, when I Google the domain name/future company name VIP Real Estate, it doesn't appear anywhere. Could it be that the domain name has a penalty? Thanks!

Multi-language domain strategy crossroad
I've come to a crossroads with a multilingual domain strategy. Most of you know, Canada has two official languages; English & French. I'm trying to decide on two domain structures to handle languages: 1. Create sub-directory folders for both languages: www.sitename.ca/en/ www.sitename.ca/fr/ Take into account that all page names will be in their respective language. or 2. Create a single sub-directory folder for French only: www.sitename.ca www.sitename.ca/fr/ I'm leaning towards Option #2 because English is our target and want to give those pages more "weight" rather than pushing them down another level (flatter site structure for primary pages). Yes, I could also have all French pages at the root but I think having them a) in one sub-directory is easier to manage and b) SE (specifically Google) likes the division better for languages. I'm just not sure if there's a point to doing it for English too. Note: There'll be several hundred pages for each language. What's best practice (of course) and is there a difference if any....or was this just long winded for nothing? Thanks for any insights.

Is it better to include the secondary keyword or site name in a title tag?
When I add a site name to my title tag with long-tailed primary and secondary keywords the title tag is longer than 70 characters. I need to include all three parts, so what should I do? At 70 characters the site name is usually partially cut off. I do not want to get penalized by Google, but I need to include the site name to have consistency. I am using the format Primary Keyword-Secondary Keyword | Site name

SEO Domain Values
I always thought that there was no difference in value between a .com and .net, also that hyphens have the same value as the keyphrase without the hyphen. But I have heard Rand lately saying hyphens are spammy - whats the go? Is CarParts.com better than Car-Parts.com or Car-Parts.net etc?
