Same pdf attachments placed on more websites good for seo?

I would like to ask if it is duplicate content if I place on my website article with pdf attachment-the same pdf attachment is placed on more websites. Worldwide company made article (short article and some photos) with special offer in pdf, this pdf file is placed on more sites. How google handle with this file? Can google read text inside?

You know, I have not come across this issue with PDF's causing problems as duplicates but ultimately, a duplicate is a duplicate and if you want to republish this content then it would be worth examining the reasons for doing so.
Is this purely, as you say, to give access to a special offer and is something purely to benefit your users and not in any way for driving more search traffic? If so, I would just create a folder for these pdfs and block that in robots.txt.
If your folder was simply called pdfs/ we would need something along the lines of:
User-agent: * Disallow: /pdfs/
This way you can use these PDFs and make them available without ever having to worry about them causing any kind of duplication issue.
Additionally, PDFs do sometimes get indexed and can make pretty poor landing pages, especially if they have the branding of another company and no navigation to get into your site so again, this is a good thing.
If you are looking to use these to generate more exposure then create a unique landing page, add the link to the PDF but ensure the PDF is blocked in robots.txt.
You can also issue meta no index (REP tags) via your webserver in the HTTP header to block out specific files or file types but I would imagine the simple robots.txt and a directory solution is a perfectly suitable and easier to implement solution in this case.

WP SEO plugin
When working with WP sites I generally use Michael Torbert's All in One SEO Pack. I've encountered a few examples where when the homepage shows up on a Google search results page the title/title tag shows up as {Business Name:} | {Keyword/Description}. In the 'General Settings' of the plugin in the 'Home Title' field, I have it listed as {Keyword/Description} | {Business Name} I'm not sure why the order is getting switched and where the ':' comes from. I'm not sure if this even has any adverse effect. If anyone has had experience with this, your input would be appreciated. Note - I'm not seeing this issue reflected on Bing.

Should I add PDF manuals to my product pages?
Hello. A lot of the products I sell on my e-commerce site are very technical. I decided to add PDF data sheets, manuals etc on each of the product pages to improve the customer experience. Now I am not sure if it was the best thing to do. I have noticed a couple of times that the PDF is out ranking the product page in the SERP. For a few products, the PDF ranks but the product page doesn't. Anyone got any ideas?

Onpage SEO Analysis within a campaign
I have setup a campaign and have a number of pages which are ranked as F, but that is because they are comparing against the homepage and not the internal page I have setup. Is it possible to update the page which the campaign monitor is checking against. Or is it driven by the highest ranking page for that keyword. Thanks Andy

Is allowing comments a good idea?
One (in fact a couple) of my sites is built using Wordpress so I could take advantage of things like Related Posts widgets, etc. However, the layout and navigation of the site is set up more like a traditional website rather than a blog and from the beginning I removed the comment box from the template. I am wondering now whether allowing comments would actually be a good idea for SEO, or if I should leave it as it is. The content of the site doesn't really offer opinions (aside from a few product reviews) so to my mind comments dont really fit. Thoughts or opinions readily welcomed...
